MCC becoming a dream only

Except from Prime Minister KP Sharma Oli’s extraordinary efforts by risking his position and political future in the party, the Millennium Challenge Corporation (MCC) is unlikely to be adopted by the Federal Parliament.

PM Oli is in minority in the party central committee, party standing committee and also in the party secretariat. Therefore, there is no chance for Oli to get clean chit from the party to table the MCC project in the Parliament.

The MCC American grant project has to be implemented by 30 June, the reality is that the Project has not been brought into discussion in the Parliament.

Without party’s co-chairman Pushpakamal Dahal’s gesture, speaker Agni Sapkota is not going to include MCC in the Parliament’s schedule. Therefore, there is less chance of endorsement of the MCC from the ongoing Parliament session.

Pushpakamal Dahal, JN Khanal and Madhav Nepal are of the view that without amendment of the terms and condition in receiving the MCC grant project, it should not be accepted, which is against the national sovereignty and if endorsed MCC, it will remain above the constitution. Moreover, they have understood that MCC is an organ of the Asia Pacific Strategy under the American military, Asia Pacific Command. Acceptingly the MCC project will be alike joining the American military alliance, which is against Nepal’s non-aligned foreign policy.

On the other hand, the American officials have already made clear that there will be no any amendment on any of the articles of the MCC project.
