NC does not split till I am with the party: Senior leader Ramchandra Poudel

Senior leader of the Nepali Congress Ramchandra Poudel has shared his resolution that he would not let the party split.

Releasing a book ‘Ago Nibheko Chhaina’ (Fire is not doused) penned by senior journalist Harihar Birahi amidst a programme here Thursday, senior leader Poudel said, “NC won’t split as long as I remain in the party.”

He further said he has reminded party President Sher Bahadur Deuba to rise above factionalism. “Although I lost in the election to party presidency, I’ve not troubled President Deuba,” he said, however, suggesting President Deuba to forge alliance with him.


On the occasion, party leader and Deputy Prime Minister and Home Minister Bimalendra Nidhi said there were still some tasks incomplete under the peace process. Amendment of constitution was imperative to ensure broader acceptability of the constitution.

According to him, holding election in all three tiers would help ensure effective implementation of the constitution.

Similarly, leader Krishna Prasad Sitaula admitted that the political leadership has failed to work up to the mark.

Making comments on the book, leader Pradip Giri said the country without faring revolution and the person without faring love could not be complete.

Writer Birahi said he penned the book to make aware the new generation about the historic past.

Constitution amendment process on final stage

Minister for Cooperative and Poverty Alleviation Hridaya Ram Thani has disclosed that the constitution amendment process was in the final stage.

Talking to journalists at Kuntabesi of Mahadevsthan, Kavre on Thursday, he informed that the Prime Minister is taking initiative for the amendment to the constitution.


The Minister expressed his confidence that the constitution would be amended as the understanding of the government and main opposition on the matter is somehow similar.

Earlier, speaking at a programme organized by Samaj Serwa Samuha, Minister Thani called for the non-government organizations also to maintain transparency.

He also highlighted the need to utilize donor money in a way to provide effective services to the deprived sectors.

‘Functionless, merrymaking’ jumbo junket set for Canada tour

KATHMANDU: As an 11-member delegation is all set to fly for Canada on Sunday to attend a two-week triennial General Assembly of the International Civil Aviation Organisation in Montreal, the jumbo team, despite spending millions of taxpayers’ money, does not have any original paper to share its unique trysts with aviation safety before the global meet.

Merrymaking junket

According to a member of the delegation, it would be just a merrymaking junket to Montreal as usual due to lack of its original papers to present before the global forum though Nepal enjoys its superior experiences in investigation involving aircraft operating in unfriendly terrain, capricious weather patterns, its efforts to get rid of the ignominious ICAO’s significant safety concerns as well as an operation ban by the European Union.

The list prepared by Civil Aviation Authority of Nepal shows that Minister For Culture, Tourism And Civil Aviation Jeevan Bahadur Shahi is leading the jumbo delegation, which includes three joint secretaries – Suresh Acharya and Buddhi Sagar Lamichhane (MoCTCA) and Buddhi Bahadur Khadka (Prime Minister’s office), CAAN’s Director General Sanjiv Gautam, Deputy DG Rajan Pokhrel, Board Director Iswari Paudel, Tribhuvan International Airport General Manager Devanand Upadhyay and Nepal Airlines Corporation Managing Director Sugat Ratna Kansakar.

Upadhyay and Paudel will be flying to Canada along with their spouses.

Missed chance

“In fact, Nepal has blown the chance of sharing its experiences in investigating the Turkish Airline crash of 2015 as the Ministry experts (two joint secretaries, who head aviation divisions) are not comfortable with the possibility of difficult questions likely to be raised from the floor on their original work,” a CAAN official, who is also going to be a part of the junket, revealed.

In the updated ICAO Safety Audit Report 2016, the status of Nepal in effective implementation of ICAO protocols stands at a pathetic 20 per cent as compared to the global average of 54 per cent as far as air accident investigation is concerned.

According to the official, China has beaten Nepal by presenting a paper on safe operation at ‘plateau airports’ that are akin to Nepali remote airports, but allow larger aircraft to operate with a superior safety record. “The paper does not elaborate the geographical realities and vagaries of nature like Nepal does.”

Wrong time?

Stakeholders also flayed the decision to send the jumbo team consisting CAAN’s Director General, TIA’s GM and both aviation safety division chiefs at the Ministry to Canada while the TIA has been witnessing potholes and cracks on its sole runway affecting flight operations daily.

Having the instances of gross negligence in its provision of aeronautical services as well as the performance of safety oversight of air traffic control within the Nepali airspace, CAAN would certainly face criticism at the ICAO forum, a Ministry official said.

Abuses of authority?

Though the civil aviation regulations authorise the Director General to issue directives and circulars only on matters pertaining to flight operations; in practice, historically, the Director General continues to exercise ‘illegal’ authority, in every conceivable area.

“This is especially the case in safety-sensitive matters including aerodrome pavement surface conditions and now, worryingly, air traffic control.”

A case in point

Commercial aircraft navigate in Nepali airspace relying mostly on ground-based radio navigational aids while such navigational aids have to be maintained at the highest standards, which ICAO requires to be certificated after a flight inspection by specially equipped aircraft at periodic intervals for ensuring safety of flights. In the absence of timely flight inspections, the legal status of proper maintenance of the critical navigation infrastructure clearly stands undermined, according to ICAO.

“This is indeed the case presently in Nepal, where the equipment have been operating indefinitely based on mere paper decisions and not technical assessment involving flight inspection, while the regulations place the onus of equipment maintenance on airport managers, who unfortunately are busy with other lucrative enterprises,” a senior aeronautical engineer shared.

Interestingly, in a similar case in 2014, when Iran was unable to meet its timely flight inspection obligations by a mere two months, it had resorted to a safety assessment approach for operating the navigation facilities which it then duly presented at the ICAO regional conference. Besides, for legal purposes, just in case, it also promulgated an aeronautical notification to airlines, called NOTAM, stating that the concerned navigational facilities’ “flight check had expired.”

“Why CAAN is willing to take unwarranted risks likely to arrive due to inaction by concerned units is beyond understanding,” a senior CAAN director shared with THT Online, “Perhaps, over time, the management has grown emboldened by relatively safe experiences while operating with substandard facilities – whether potholed runway pavement or decrepit aeronautical communication facilities.”

Mourinho hits out at ‘Einsteins’ for criticism

LONDON: Manchester United manager Jose Mourinho has lashed out at football’s “Einsteins” for criticising him during the English Premier League club’s run of three successive defeats.

Despite winning the first four games of his tenure, Mourinho has come under scrutiny from the media after United’s slump in form with the club currently six points behind leaders Manchester City in the league.

United returned to winning ways after beating third-tier side Northampton Town 3-1 in the third round of the League Cup on Wednesday.

“We had a bad week. I know that the world is full of Einsteins, I know that they tried to delete 16 years of my career,” Mourinho told MUTV, the club’s in-house television station.

“They tried to delete an unbelievable history of Manchester United Football Club and to focus on a bad week with three bad results. But that’s the new football, it’s full of Einsteins.”

United have been given the chance to redeem their recent league defeat to City after being drawn to face them at Old Trafford in the fourth round of the League Cup.

With home games against champions Leicester City, Russian side FC Zorya Luhansk in the Europa League and Stoke City coming up, Mourinho hoped his side can regain some of their lost momentum in the coming weeks.

“We have three home matches now in a row and it is always good to be at home,” said the former Real Madrid and Chelsea manager.

“If the fans have been disappointed with the last week, I understand completely but I am sure they will be behind the team like they always are.”

Fit-again Can must ‘start from zero’ at Liverpool

LONDON: Liverpool midfielder Emre Can says he is willing to “start from zero” in order to regain a regular place in the team after recovering from an ankle problem.

The 22-year-old German international, who picked up the injury in a 5-0 victory over Burton Albion in the League Cup on Aug. 23, returned for Tuesday’s 3-0 win over Derby County in the same event.

Can now faces stiff competition from Jordan Henderson, Georginio Wijnaldum and Adam Lallana for a place.

“Every player has to start from zero. Now I am fit, if I get game time I want to show myself again,” Can told the club’s website (www.liverpoolfc.com).

“I have to be patient. I try to train hard and if I get game time then I try to play well and then we will see what happens.”

Manager Juergen Klopp said Can needed time to regain his “rhythm” after Tuesday’s match.

Liverpool, who are sixth in the Premier League, host Hull City on Saturday.

One-day specialist Sharma again fails India test

KANPUR: The ball was old, the stage set and expectations high but India’s Rohit Sharma again spurned the opportunity to assert his long-form credentials in the first test against New Zealand on Thursday.

Often hailed as the next big thing to come out of Mumbai since Sachin Tendulkar, the 29-year-old is an automatic choice in the limited-overs side and the only batsman to score two one-day international double centuries.

In the shorter version of cricket no ground is long or wide enough and no bowler good enough when Sharma is on song. But the moment he dons the white jersey, the bat in his hand seems to shrink, as does his average.

Sharma, whose 264 against Sri Lanka in 2014 remains the highest ODI score, averages 42.08 in one-dayers but went into the opening day of the match against New Zealand with a test average of 32.62.

Since registering two centuries in his first two tests, against West Indies in 2013, Sharma has not managed another hundred in 16 since.

He made another promising start in his 19th on Friday, scoring 35 before he tried to hit off-spinner Mitchell Santner over the top and was caught at mid-on.

The dismissal reopened the debate on social media about his test pedigree but team mate Murali Vijay stood by him.

“That’s his area I guess,” said opener Vijay after India finished on 291 for nine.

“When it comes out well it always looks good. When it doesn’t, obviously you fall on the wrong side.

“I think we’ve still got to back our instincts and play. Whatever has got you here, you’ve got to back your habits.”

Sharma walked out to bat just before tea with India on 185 for four. The ball was already 58 overs old and the opposition drained after toiling under a harsh sun.

He cracked three fours and one six before departing after a knock that was a microcosm of his test career.

Even among his fans, patience is wearing thin, certainly in the unforgiving world of social media.

Sharma’s talent has never been in question but doubt remains over his temperament. He has another chance to make amends in the second innings of India’s 500th test.

Klopp wants anger to drive Liverpool against Hull

LONDON: Liverpool manager Juergen Klopp wants his players to be “angry” and guard against complacency when they entertain promoted Hull City on Saturday.

The five-times European champions are sixth in the Premier League, having beaten Arsenal, Chelsea and champions Leicester City and drawn with Tottenham Hotspur.

Liverpool’s only defeat this season has come against one of the smaller clubs, promoted Burnley.

“We need to be angry against Hull,” Klopp told reporters on Thursday. “They want our points.

“I would love to see everybody go with the right expectations to these games. Why should it be easier?”.

There is a perception that some of the smaller teams adopt a defensive approach against the bigger clubs by ‘parking the bus’, as Manchester United manager Jose Mourinho once described it.

“We have to think about why people think we have problems against bus parking,” Klopp said.

“I can guarantee it’s not about the attitude of the players.

We didn’t care about the opponent before we played Arsenal, Chelsea or Tottenham, it’s not about the name in our preparations.”

Liverpool have lost striker Luis Suarez and winger Raheem Sterling in big-money transfers to Barcelona and Manchester City in recent years and Klopp does not want his side to be termed “a selling club”.

“The summer was quite busy for us and I don’t want to have those busy transfer windows … success is about having consistency. Big teams don’t change a lot, there is no need to be a selling club,” the German said.

“We don’t need money but it’s about finding the right squad. I’m not that busy usually but it was the situation. We needed to do a few things.

“If everything is going well then we don’t have to buy another six players next year. Let’s try to bring more consistency,” added Klopp.

Liverpool welcome back midfielders Adam Lallana and Georginio Wijnaldum who were left out of Tuesday’s 3-0 League Cup victory over Derby County as a precautionary measure.

Klopp is also optimistic that striker Daniel Sturridge will be available against Hull, who are 12th in the table, after injury.

Minister for Irrigation Deepak Giri hospitalised

KATHMANDU:  Minister for Irrigation Deepak Giri has been admitted to Thapathali-based Norvic International Hospital, following sudden problems in his health.

Giri was hospitalised last night, after he reported some problems in the blood circulation, informed Yubaraj GC, his personal secretary.

A doctor’s team led by cadiologist Dr Yadav Bhatta is involved in his treatment.

The doctors have told that Giri’s health is gradually improving and might get discharged after two days, added GC.

Nepali Congress leaders including  Sher Bahadur Deuba, Ram Chandra Paudel and Shashanka Koirala among others had gone to the hospital to inquire about his health.

BARCELONA: The rest of Barcelona’s squad will have to do “a little bit more” to make up for the absence of five-times World Player of the Year Lionel Messi for the next three weeks, according to captain Andres Iniesta.

The Argentina forward faces a spell on the sidelines after sustaining a groin injury in Wednesday’s 1-1 La Liga draw with Atletico Madrid.

“There’s no question we are stronger with Messi,” Iniesta told Cadena Cope radio ahead of Saturday’s match at Sporting Gijon. “When these things happen we all have to give a little bit more.

“We lost two points against Atletico and we have to make sure we don’t throw away any more.”

Third-placed Barca, who won eight of their 10 games when a knee injury kept Messi out for two months last season, are three points behind La Liga leaders Real Madrid.

Zinedine Zidane’s Real, who missed out on a La Liga record 17th straight victory when they drew 1-1 with Villarreal on Wednesday, visit Las Palmas on Saturday.

Real talisman Cristiano Ronaldo failed to find the net against Villarreal but Zidane was unconcerned.

“I’m not worried if he doesn’t score,” said the French coach. “I’m worried when he isn’t out on the pitch.

“What matters is for him to regain his form because he’ll always get goals.”

Las Palmas striker Kevin-Prince Boateng was sent off in a 4-1 defeat at Real Sociedad on Wednesday and is suspended.

Atletico host Deportivo La Coruna on Sunday and will be in positive mood following Angel Correa’s second-half equaliser against Barca.

Second-placed Sevilla travel on Saturday to Athletic Bilbao who are riding a three-game winning streak in La Liga.

Unbeaten Sevilla, 1-0 winners over city rivals Real Betis on Tuesday, are two points behind Real Madrid after five matches.

MUNICH: Champions Bayern Munich eased past Hertha Berlin 3-0 on Wednesday to open up a two-point lead at the top of the Bundesliga and inflict the first defeat for their opponents after three straight wins this season.

Bayern gave Hertha no chance, with Arjen Robben scoring on his league comeback from injury last season after goals from Franck Ribery and Thiago Alcantara.

The two teams were the only ones with a perfect record but Bayern ran roughshod over Hertha from the start.

“This was our best game of the season so far,” Bayern coach Carlo Ancelotti told reporters. “I am very satisfied.

“We had key players back in the team with Robben and (Jerome) Boateng. They did not have any problems.”

The hosts could have scored twice in the opening three minutes with both Robert Lewandowski and Thomas Mueller missing their point-blank chances.

Ribery, eager to secure a contract extension, did it much better when he weaved into the box, spectacularly shaking off two markers and firing in for the lead after 16 minutes with his second goal of the season.

The Bavarians, with Boateng making his first start since his Euro 2016 semi-final injury in July, had more than 70 percent possession during the one-sided first half.

They took some of the pace out of their game after the break and Hertha carved out a decent chance on the break with Valentin Stocker but Manuel Neuer was on hand to save.

Thiago then settled any nerves, snatching the ball from Hertha’s Allan and firing in a low shot for a two-goal lead before substitute Robben curled in a trademark left-footed shot to crown his comeback.

Rautahat woman drowns in pond

RAUTAHAT: A 21-year-old woman who had gone to take a dip in a pond in Bagahi VDC of Rautahat drowned, on Thursday.

The Rautahat District Police Office has identified the deceased as Seema Sahani (21) of Bagahi VDC-1 in the district.

Locals had successfully rescued Sahani, but to no avail, as unconscious Shani died on the way to Gaur District Hospital, informed DSP Nabin Krishna Bhandari.

Bhandari further said the body was later handed over to relatives after autopsy at the District Hospital.

Young couple held for staging ‘abduction drama’

KATHMANDU: Police said they have arrested two persons on charge of trying to dupe one of their parents into paying some money with an orchestration of abduction plot.

Sabitri Khadka (20) from Karthali-4 of Sindhupalchok and her boyfriend Ram Chandra Khatri (23) from Karthali-6, both currently residing in assorted locations of Kathmandu Valley, were arrested on Thursday.

The preliminary police investigation has revealed that the duo had planned an abduction of the woman herself, in a bid to collect ransom from Khadka’s parents so that Khatri could pay his debts.

Disappearing from the family, the woman had sent an SMS to her parents from Khatri’s mobile phone claiming an unknown person abducted her and demanded the ransom for release.

The Metropolitan Police Range, Lalitpur had launched the investigation after Khadka’s parents filed a complaint upon receiving the SMS.

The duo would be charged under the Some Public (Crime and Punishment) Act, 1970.

KANPUR: New Zealand spinner Mitchell Santner and paceman Trent Boult combined to lead a fightback and restrict India to 291 for nine on the opening day of the first test on Thursday.

At 154 for one, India were set for a big first innings total but, after Santner grabbed three top and middle-order wickets, Boult (3-57) claimed three in nine deliveries with the second new ball to peg back the hosts at Kanpur’s Green Park Stadium.

Unsurprisingly, New Zealand’s three spinners bowled the bulk of the overs to share five wickets on a typical sub-continental track which had little to offer the pacemen.

After 11 overs of toiling on an unresponsive pitch, Neil Wagner struck a body blow when he banged it short and enticed Kohli (nine) to attempt a pull shot early in his innings, only for the right-hander to top edge a catch to Ish Sodhi.

India-born Sodhi dismissed Vijay just before tea with Watling holding on to another faint edge as New Zealand claimed three important wickets for 80 runs in the second session to halt India’s progress.

Batting at six, Rohit Sharma made a fluent 35 but has not fully shown that he can replicate his limited-overs success in the longest format.

Ravichandran Ashwin made 40 but will be expected to make a greater impact with his off-spin bowling in conditions that should suit him.

Vijay was confident a score in the region of 300 would be enough for his team.

“I think we are in a good position,” the right-hander said. “We have put the runs on the board. So all we’ve got to do now is go out there and put pressure on them while bowling. It’s a good total to play around with.”

Number of viral fever patients on the rise in Far-Western Region

DHANGADHI: The number of viral fever patients in the Far-Western Region of Nepal has been on the rise lately.

According to a health officer, patients complaining of fever, nausea, pain in hands, legs and joints have been visiting more in the last three weeks.

The increase in the patients has been attributed to the seasonal change.

The communicable disease has gripped children and senior citizens most, informed Siddha Raj Bhatta of the Far-Western Regional Health Directorate in Dipayal.

Meanwhile, Bhatta said most of the patients have tested positive for typhoid after blood tests.

Treatment to the patients at the Dhangadhi-based Seti Zonal Hospital has also been difficult as the number of patients has increased there. They are also facing a medicine crunch and lack of medical staff following the increase in influx of patients.

Meanwhile, the Doti District Health Office has stated that it is operating under a severe crunch of medical equipment needed for diagnosis and it has compelled the hospital to treat patients based on what they say about their symptoms.

The model, which is purpose-built for adventure and touring in the Himalayas according to the company, will be available for booking from September 22. The model will be powered by a new LS 410 engine and will be available in two colour options – ‘Granite’ and ‘Snow’.

“Himalayan is the culmination of Royal Enfield’s 60 years of enduring history,” said Shaji Koshy, head of sales, service and spares at Royal Enfield. “[the model] is simple and capable to go anywhere and will redefine adventure touring in Nepal,” Koshy further added.

The Himalayan will be available for booking through Royal Enfield’s exclusive distribution stores in Naxal and Balkumari.

Lamjung septuagenarian robbed of pension on bus

LAMJUNG: A septuagenarian has been robbed of nearly Rs 300,000 cash in Lamjung district today.The victim, a former Indian Army soldier, said it was his pension amount.

Man Lal Gurung (73), a permanent resident of Ilam Pokhari in eastern Lamjung, was robbed of Rs 293,500 while returning home from Beshishahar, the district headquarters, with the six-month pension amount.

“A pension camp was being held in the district headquarters. I withdrew the amount for upcoming Dashain,” said Gurung, adding, “I had boarded a bus to Borang Khola. But, I realised the cash had already been robbed only after I got off the bus.”

The pension amount was wrapped in a cloth and kept in his bag, he informed.A pension camp for the former Indian Army soldiers is organised in the district headquarters twice a year.

NGOs fail to translate commitment into reality; Says PM

Prime Minister Pushpa Kamal Dahal today came down heavily on non-governmental organisations (NGO), claiming that they failed to translate their commitments to uplift backward community into reality.

Their aims should be to provide social service and create job opportunities for middle group, said PM Dahal.


He was speaking at a programme organised by the Social Welfare Council (SWC) in the capital to mark the 37th Social Service Day.

He also questioned whether the NGOs were investing in social services or not.

Saying NGOs are reluctant to work in rural areas, he stressed the need for such NGOs to change the existing trend of focusing their activities only in urban areas and to carry out result-oriented works that should focus on the target group.
Dahal, also SWC chairperson, directed the SWC to move ahead in consistent with federal structure that the country has adopted as per the constitution.

Likewise, participants including Secretary of the Ministry of Women, Children and Social Welfare Bishnu Prasad Lamsal and SWC Vice-Chair Nil Mani Baral pointed out the need for the government to vest the SWC with additional rights to gain its more success and make its role effective.

Panchthar minor goes missing in Hewa

PHIDIM: An eight-year old boy has gone missing after the Hewa River swept him away in Phidim of Panchthar district on Wednesday.

The missing minor has been identified as Rishab Katuwal, son of local Resham Katuwal of Phidim-4.

According to the Panchthar District Police Office, the child had fallen off the bridge while he was playing with his friends on Wednesday evening.

ASI Khadga Giri had immediately deployed a rescue team of 11 police personnel as soon as the case was reported, but were unsuccessful to rescue, said Information Officer of Panchtar District Police office, Bijay Shrestha.

Police had carried out a search for him from the point he went missing to the river’s confluence into the Tamor River.

New code of conduct for journalists issued

KATHMANDU: The Press Council Nepal and the Federation of Nepali Journalists jointly issued the ‘Journalistic Code of Conduct 2016’ with an objective to make the profession more dignified, amid a function at the President’s Office, Sheetal Niwas on Thursday.

PCN Chairman Borna Bahadur Karki and FNJ President Mahendra Bista jointly launched the code at the programme organised to celebrate the 47th PCN anniversary today.

The code of conduct was also handed over to President Bidya Devi Bhandari after the issuance.

Speaking at the programme, Karki said, “The code of conduct was released to make journalism more responsible and accountable.”

“The previous code of conduct had mainly focused on print media only. The new one has included broadcast and online media as well,” added Karki.

National and international codes had also been included in the  new Journalistic Code of Conduct.

With the issuance of new code of conduct, the existing Journalistic Code of Conduct 2003 has been scrapped.

According to Dipak Adhikari, an officer at the Council, the new code of conduct has 15 major points about norms that must be followed in journalism. The set of rules also states that the media houses can make their own  code of conduct. The Council, however, will monitor its implementation.

3 die in Russian rescue helicopter crash

MOSCOW: The Russian Emergencies Ministry says three people have died when one of its helicopters crashed near Moscow.

The Mi-8 helicopter went down during a training mission late Wednesday, killing Roman Frolov, the chief of the Zhukovsky aviation rescue centre, and two other men. It crashed into a forest about 10 kilometers (6 miles) southeast of the capital.

The cause of the crash wasn’t immediately clear, but some Russian reports mentioned engine failure as a possible cause.

The Emergencies Ministry on Thursday praised Frolov as a seasoned professional who has proven his skills in putting down forest fires and other missions.

The twin-engine Mi-8 has been a mainstay of Soviet and then Russian aviation since it entered service in the late 1960s and also has been widely used worldwide.

Alleged serial killer in Rautahat sent to custody

RAUTAHAT: The Rautahat District Court has sent a suspected serial killer targeting minors to judicial custody till a final verdict on the case.

Bal Kishor Chaurasiya (28) of Katahariya VDC-8 was arrested by the Nepal Police from Nepal-India border on August 24.

Police had indicted him at the District Court for kidnapping children between four to eight years from their house, raping them and killing them ultimately.

According to DSP Nabin Krishna Bhandari, he used to break their hands and legs first before raping them and throwing their bodies in streams.

In a recent case, he had kidnapped a four-year-old of Garuda Municipality on June 24, eight-year-old of Sitalpur Bairganiya on July 8 and six-year-old of Maryadpur on August 24. All three children, however, were successfully rescued, Bhandari added.

MORANG: Sajha Prakashan, the century-old public publication house, has decided to close its Biratnagar-based eastern regional office.

The Prakashan, which was established as a succeeding body to Nepali Bhasha Prakashini Samiti in order to promote Nepali language, art, culture and education in in the 1913\14, decided to shut its regional office as its transactions had come to a total halt these days.

According to the organisation’s General Manager,  Dolindra Prasad Sharma, the organisation had no option to closing its Biratnagar regional office as it had been in loss for a couple of years.

“The organisation is in the dire need of reforms to cope up with a severe economic crisis, resulted in from managerial weaknesses it has been facing for years,” he further added.

Meanwhile, GM sharma said that Dharan-based Sajha Prakashan office would be upgraded as a regional office.

Likewise, the Prakashan has planned to close its offices in Dang, Butwal and Birgunj if possible before the upcoming Dashain festival.

England is unlikely to bid for the 2024 European Championship as it comes four years after the country hosts the closing stages of the preceding tournament, English Football Association (FA) chairman Greg Clarke has said.

The semi-finals and final of the next tournament will be played at Wembley, one of 13 venues across Europe to co-host the 60th anniversary edition of the continental championship.

Germany sought English backing for its own bid to host Euro 2024 and in return offered support for an English bid for the tournament four years later.

“It would be a big ask to get Euro 2024 four years after hosting the final in 2020,” Clarke told reporters at the unveiling of the Euro 2020 logo at London’s City Hall.

“Certainly later on in the decade, we are reaching out to our friends in UEFA, building relationships and an ability to bid if we consider it appropriate.”

Clarke also sounded a note of caution, citing England’s failed bid for the 2018 World Cup, which did not progress past the first round of voting.

“We have reviewed this a number of times and the board have decided we will look at bids on a case-by-case basis,” he added.

“The last (World Cup bid) cost us 18 million pounds ($23.51 million) and we had no chance of winning.”

The impact of Britain’s decision to leave the European Union also came up for discussion, with FA chief executive Martin Glenn saying ‘Brexit’ would not adversely impact crowd numbers for the 2020 final.

“Government would not want to be seen to be the football prevention department. They are going to want foreigners to come over and feel happy, tourists to feel happy, they want to see a great tournament,” he added.

“Whatever Brexit involves, it’s not going to prevent tourists coming to Britain. I believe that common sense will have to break out in a massive proportion on that whole thing.”

England last hosted the European Championship in 1996.

New Zealand claimed three wickets in the second session to halt India’s progress, reducing the hosts to 185 for four at tea on the opening day of the first test on Thursday.

Ajinkya Rahane (12) and Rohit Sharma (nought) will have a rebuilding job on their hands when they return following the break after a century stand between Murali Vijay and Cheteshwar Pujara had boosted home hopes of a strong first innings total.

The University of Oxford has become the first British university to top the Times Higher Education’s global league table, knocking the California Institute of Technology into second place.

Oxford topped the list because it improved across the four main indicators that influence the rankings – teaching, research, citations and international outlook, Times Higher Education said.

But Britain’s vote to leave the European Union could threaten the oldest university in the English-speaking world, locking academics out of research projects, said Phil Baty, the editor of the rankings.

“As well as some top academics reporting they have been frozen out of collaborative research projects with EU colleagues, many are admitting that they might look to relocate to a university outside the country,” Baty told the BBC.

While Oxford, the University of Cambridge and London’s Imperial College make the top 10 along with ETH Zurich, the list is dominated by U.S. universities.

Stanford University is ranked third, the Massachusetts Institute of Technology fifth, Harvard sixth, Princeton seventh and the University of California, Berkeley and University of Chicago at tenth equal.

Cambridge was ranked fourth, Imperial eighth and ETH Zurich ninth.

More broadly, the rankings showed institutions in Asia had made progress with two new Asian universities now in the 100 and another four joining the top 200.

Transport strike affects passengers in Bardiya

GULARIYA: The Krishnasar Transport Entrepreneur Committee (KTEC) in Bardiya has halted the operation of its vehicles for the past three days, seriously affecting passengers travelling to various destinations in the district.

The committee is said to have done so in order to protest the ‘illegal’ move of the Bheri Transport Private Limited (BTPL) to operate vehicles registered in the name of individuals.

Reacting to the ongoing protest, KTEC’s Chairman Shambhu Rijal said such move of  KTEC was to jeopardise the business of other transport entrepreneurs.

Meanwhile, the BTPL Chairman Rajendra Giri completely denied the accusation and responded, “We have operated vehicles registered in the name of persons after going through due procedures.”

The KTEC operates more than 90 public vehicles along long and short routes in and from the district.

4 including foreigner killed in Gorkha landslide

KATHMANDU: Four persons including a foreigner died when a landslide struck them at Keramja village in Manaslu region of Gorkha district on Thursday.

According to Chief District Officer Narayan Prasad Bhatta, three among the deceased have been identified as Dorje Lama, Chiri Sherpa and Ranjana Basnet.

The identity of the foreigner is yet to be established although the nationality is said to be Spanish.

CDO Bhatta informed six persons were injured in the incident.

Preparations are underway to airlift the injured persons to Kathmandu for treatment, he added.

Obama speaks, and listeners hear nothing but ‘Donald Trump’

NEW YORK: It doesn’t matter what US President Barack Obama says these days, his listeners are bound to hear two words: Donald Trump.

With his proclivity for dominating the conversation, the Republican presidential nominee is forcing Obama’s final few months to be viewed almost entirely through the prism of campaign politics. As Obama carries out his presidential duties, voters can’t help but wonder what the role would look like if it were inhabited by the gaudy billionaire.

At the United Nations this week, Trump trailed the president both metaphorically and physically, as world leaders took stock of what a dramatic shift a Trump presidency would mean for American leadership.

The fusion of the campaign with real-world governing was on vivid display Monday when White House and State Department officials mingled in the same Manhattan hotel lobby where Trump’s advisers were gathered as their candidate met upstairs with Egyptian President Abdel-Fattah el-Sissi.

Obama was staying in the hotel, while Trump was using the meeting to try to show his readiness to go head-to-head with a foreign leader. Democrat Hillary Clinton met with the Egyptian at the same hotel earlier in the day.

The next day, Obama’s final speech to the UN General Assembly took him on a world tour of global hotspots and areas of progress. Yet social media and news coverage of his address was preoccupied with what he said — or was believed to have said — about Trump. On three occasions in the speech, Obama urged leaders not to put up “walls” around their nations.

“The world is too small for us to simply be able to build a wall and prevent it from affecting our own societies,” Obama said near the end of his speech. Referring to the Zika virus, he said later, “mosquitoes don’t respect walls.”

Though he never mentioned him by name, Obama and his speechwriters were clearly cognizant that the observations were sure to be perceived as pejorative references to Trump. The Republican has built his unlikely campaign around a steadfast promise — mocked by some, hailed by others — to build a border wall and force Mexico to pay for it.

Yet Obama had a deeper message, too, one unrelated to Trump but uniquely suited for an address to the 193-member global body. Across the globe, nations rich and poor are confronting the rise of nationalist, fear-driven sentiment that has led some countries to reflexively seek to retrench behind their own borders.

In Britain, anger about the perceived consequences of regional integration led this year to a stunning vote to exit the European Union. Embedded in that movement were concerns about immigration that have also cropped up in other parts of Europe, not to mention the US.

Though Trump and other Americans have raised concerns about accepting Syrian refugees, the issue in the US pales in severity compared to Europe and the Middle East, where millions of refugees have overwhelmed host countries and led to deep resentment of politicians like German Chancellor Angela Merkel who advocated generous refugee resettlement policies.

At the UN, Obama also urged leaders not to tolerate the stoking of class divisions by those who feel they’ve been left behind by globalisation — “a crude populism,” as Obama put it.

To be sure, those transnational concerns are of the same flavor as ones that Trump has found ripe for political exploitation. But Obama isn’t worried about Trump alone: He’s consistently sought to use his perch on the world stage to offer an alternative viewpoint. Obama advocated strongly against Britain’s EU exit, or Brexit, and this week organised a UN summit to pressure nations to take more refugees.

Julian Zelizer, a presidential historian at Princeton University, said it’s natural at this late stage of an administration for the president’s words and actions to be taken in the context of the election. He said that’s especially true this year because Trump had built much of his campaign around a rejection of Obama and his policies, from diplomatic engagement to his health care law.

“It’s very, very hard generally for anything he says to be removed from this campaign context, certainly within the United States,” Zelizer said.

On many occasions, Obama has been explicit about the fact that his words are intended specifically about Trump. He’s said questions about the GOP nominee come up in every meeting with a foreign leader, and he’s emphatically declared Trump to be unfit to inhabit his role as commander in chief.

Those direct challenges to Trump are likely to grow more frequent as Obama, over the next six weeks, spends a large portion of his time on the campaign trail rallying for Clinton. At a rally for the Democrat last week in Philadelphia, Obama derided Trump as a callous champion of the uber-rich, and then turned his attention to praising Clinton.

“She knows that love trumps hate,” Obama said.

Sanctuaries across US prepare for influx of lab chimpanzees

CLE ELUM: A Dora the Explorer-themed banner, paper plates full of fruit and a bevy of troll dolls make up the decorations at a special birthday party in Washington state.

Staffers drum up excitement by letting out a series of groans, and a group of chimpanzees behind a separating wall replies in kind.

The celebration at the Chimpanzee Sanctuary Northwest is for Foxie, a chimp marking her 40th birthday. It’s a festive occasion but underlines a painful past: Foxie was born in a Texas laboratory and was used for hepatitis experiments, which included frequent liver biopsies.

Sanctuaries around the country are preparing for an influx of retired private lab chimps like Foxie now that the federal government has stopped backing experiments on humankind’s closest relatives. Their challenge will be finding the room and resources to house and rehabilitate the animals.

“There is no space right now for them,” said Diana Goodrich, co-director of Chimpanzee Sanctuary Northwest. “It’s a matter of getting enough money to expand the sanctuaries that exist.”

Chimps were key in developing important medicines, and they paved astronauts’ way into space. But their use declined dramatically in recent decades, and in a 2011 report, the Institute of Medicine said science had advanced to the point that most such research was no longer justified.

About 700 chimpanzees remain in government and private labs. The National Institutes of Health last month announced its final timeline for chimps in government custody, saying all 360 remaining animals will be transferred to Chimp Haven, a Louisiana sanctuary, by 2026.

For the 300 or so chimps in private laboratories, negotiations are underway with various sanctuaries, said Kathleen Conlee, who focuses on animal research issues at The Humane Society.

“We’re playing catch-up,” she said.

About 220 chimps will be housed at Project Chimp, a facility in northern Georgia. The latest transfer happened this month, with nine chimps moving to their new home.

The rest will go to sanctuaries around the country.

Beyond construction and transportation costs, housing a chimpanzee costs between $16,000 and $20,000 annually, Conlee said.

“I think the most exciting thing about this campaign is that in other animal protection issues, you don’t see an end,” she said. “There is an end in sight and a great ending for these chimpanzees.”

Back at the Chimpanzee Sanctuary Northwest, Foxie has six companions, all whom were used for hepatitis experiments.

Foxie also was used to birth more laboratory chimps. All four of her offspring were taken from her.

“We have chimps here who have signs of depression and post-traumatic stress disorder,” Goodrich said.

The sanctuary plans to add another two to four chimps to Foxie’s group but will need to expand for a second group. Employees hope for the same rehabilitation success they had with Foxie.

“She was really wary when she first came,” Goodrich said. “Really kind of fearful and uncertain.”

Then, Foxie saw a troll doll.

Some 785 members of Turkish labour ministry sacked following coup

ANKARA: Some 785 members of Turkish labour ministry have been sacked for ties to the US-based cleric who Ankara blames for orchestrating a failed coup in July, Turkish labour minister said on Thursday.

Mehmet Muezzinoglu made the comment at a meeting with reporters in the capital, Ankara. Some 100,000 people in the military, civil service, police and judiciary have been sacked or suspended following the failed July 15 coup attempt, when a group of rogue soldiers attempted to topple the government.

US, Russia take Syria battle to new heights

NEW YORK: The United States and Russia are taking their differences over the conflict in Syria to new heights, after trading ferocious allegations of duplicity and malfeasance at the United Nations Security Council.

After a fractious meeting Wednesday, Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov are set to duel again over Syria at a gathering of the roughly 20 nations that have an interest in Syria. Thursday’s meeting of the International Syria Support Group comes after the pair blamed each other for spoiling Syria’s cease-fire that they’d agreed to earlier this month. Each has blamed the other for violations.

Kerry has called for all warplanes to halt flights over aid routes, while Lavrov has suggested a possible three-day pause in fighting to get the truce back on track.

Indian authorities re-arrest Kashmir rights activist

SRINAGAR: Authorities in Indian-controlled Kashmir have charged a leading human rights activist under a controversial security law, immediately taking him back into custody after a local court had ordered him freed from police detention.

Police on Thursday said that Khurram Parvez was formally booked on Wednesday night under the Public Safety Act that allows detention for up to six months without a trial.

Police gave no other details.

The arrest comes amid the largest protests against Indian rule in Kashmir in recent years, sparked by the July 8 killing of a popular rebel commander by Indian soldiers. The protests, and a sweeping military crackdown, have all but paralysed life in Indian-controlled Kashmir. More than 80 people have been killed in the protests.

Bayern win and Arjen Robben scores in Bundesliga comeback

FRANKFURT: Arjen Robben picked up the ball on the right flank, cut inside and curled in a left-foot shot into the upper corner of the far post.

It was a trademark goal from Robben that sealed Bayern Munich’s 3-0 win over Hertha Berlin and left Carlo Ancelotti’s team with a perfect record and a two-point lead after four matches in the Bundesliga.

“This is the most beautiful moment for me, I’d worked hard for this,” Robben said.

Robben had been sidelined since March, following adductor and hamstring injuries, but he needed only seven minutes to find the net after coming on.

His return means Bayern’s powerful wing pairing of Franck Ribery and Robben is back in business.

Ribery opened the scoring, Thiago Alcantara added the second and Robben came off the substitutes’ bench to score in the 72nd, to the delight of the home fans in Munich.

Hertha came into the match as the only team with a perfect 3-0 record, alongside Bayern, but it was outclassed, and never threatened to score.

Asked during the break what was the best moment from his team’s point of view, Hertha’s director Michael Preetz replied, “the halftime whistle.”

Hertha was fortunate to concede only one goal in the first half. Ribery toyed with two defenders to slot home from close range in the 16th, rolling a left-footed shot inside the far post. But Thomas Mueller, Robert Lewandowski and Javi Martinez wasted early opportunities.

Ribery was all over the muddy pitch but Bayern could not score again in the first half.

Robben came on in the 65th to loud cheers and only three minutes later Bayern was two goals up. Thiago stole the ball from the careless Allan on the edge of the area and scored easily.

Then Robben struck, curling a left-foot shot into the upper corner at the far post to receive a standing ovation.

Schalke scored its first goal of the season but Klaas-Jan Huntelaar’s first-half strike meant little as Cologne came back with goals from Yuya Osako, Anthony Modeste and Simon Zoller to send Schalke to its fourth straight defeat to start the season. Cologne is now second, one point ahead of Borussia Dortmund.


RB Leipzig 1, Borussia Moenchengladbach 1

Moenchengladbach needed an 84th-minute goal from Fabian Johnson to clinch a point against the newcomers, who had gone ahead through Timo Werner in the sixth. Leipzig remains unbeaten after four matches.


Werder Bremen 1, Mainz 2

The change of coach brought no improvement for Werder Bremen, which remains bottom with four losses in four matches.

Alexander Nouri, who replaced Viktor Skrupnik, saw his team go ahead through Iset Hajrovic but late goals from Yunus Malli and Pablo de Blasis turned the match.


Bayer Leverkusen 0, Augsburg 0

Leverkusen’s Charles Aranguiz shot wide from the penalty spot as his team remained on one win and a disappointing 12th place.

Balotelli strikes twice as Nice rout Monaco 4-0 to go top

PARIS: Anyone who thinks Mario Balotelli is not committed to his new club Nice should watch a replay of Wednesday’s 4-0 home win against Monaco, and listen to the fans chanting his name when he came off late in the second half after scoring twice.

The Italian striker has scored four goals in two league games since joining on a free transfer after an unhappy spell in England with Liverpool.

“La-la-la-la-la-la-la, Su-per Ma-rio” the Nice fans at the Allianz Riviera sang over and over when he was taken off 12 minutes from the end.

As well as being involved in a physical altercation with Monaco defender Jemerson, squaring up to the Brazilian defender in the first half, he worked hard for his teammates. They have clearly taken to the controversial player once tipped for greatness after breaking into the Inter Milan side as a lightning-quick 17-year-old.

“He must keep going like this, he’ll get back to the highest level if he stays professional in every way,” Nice coach Lucien Favre said. “After many difficult years, the way he recovers (physically) is going to be decisive in getting back to the top. Step by step, we will help him.”

He was mobbed after both of his goals, the first an excellent solo effort, the second a clinical finish.

So much for the Balotelli criticised for being lazy in training by former Liverpool manager Brendan Rodgers. Liverpool’s former stalwart defender Jamie Carragher openly mocked his move to Nice, saying on Twitter that even a free transfer was paying “over the odds” for Balotelli.

Yet he has galvanised Nice, which sits top of the league, one point ahead of Paris Saint-Germain and Monaco.

Ten days ago, Balotelli scored with a first-half penalty and with a late header in a 3-2 win against Marseille.

His first goal was much more special this time.

Midfielder Younes Belhanda picked him out in the 30th minute with a raking 40-meter pass across the field to where Balotelli was making a surging run down the right.

He controlled it on his thigh, knocked it into his stride with the next touch, surged away from Jemerson. He then drew goalkeeper Danijel Subasic toward him before slotting the ball into the opposite corner.

Midway through the second half, he latched onto a pass from defender Ricardo Pereira and calmly steered the ball past Subasic as if shooting in training.

Cool finishing, for a player ridiculed for having scored only two league goals in the past two seasons combined.

Captain Paul Baysse and forward Alassane Plea scored the other goals.

Balotelli’s career has been punctuated by antics such as letting off fireworks at his home when he played for Manchester City.

He still hopes to win his place back for Italy — more than four years after scoring both in a 2-1 victory over Germany in the 2012 European Championship semifinals.


Lyon 5, Montpellier 1

Lyon midfielder Corentin Tolisso had an argument with Montpellier goalkeper Geoffrey Jourdren at halftime and smashed a goal past him from 25 meters in the second half.

Montpellier led early on through midfielder Morgan Sanson but crumbled after defender Morgan Poaty was red-carded for a lunge on Tolisso.

As Tolisso was doing a halftime television interview, Jourdren butted in.

“You’re injured?” he asked sarcastically as Tolisso was speaking. “Show me your injury, then.”

Tolisso walked off toward the players’ tunnel, with Jourdren talking in his ear.

Having scored a first-half header, Tolisso blasted a superb angled shot past Jourdren to put Lyon 4-1 up.

Nabil Fekir also scored twice, his first Lyon goals since scoring a hat trick against Caen on Aug. 29 last year.

Forward Maxwell Cornet completed the scoring.


Rennes 3, Marseille 2

After blowing a 2-1 lead away to Nice 10 days ago, the same happened again to Marseille.

Poland forward Kamil Grosicki scored a penalty in the 86th minute for Rennes and midfielder Adrien Hunou netted the winner two minutes later.

Striker Bafetimbi Gomis scored both goals for the visitors, taking his tally to four in six games since joining from Swansea.

Striker Giovanni So had put Rennes ahead late in the first half.


Metz 0, Bordeaux 3

Bordeaux is up to fourth place thanks to an effective strike trio.

Brazilian teenager Malcom, Gaetan Laborde and Sweden’s Isaac Kiese Thelin all netted.


Other action

Guingamp moved up to sixth after forward Jimmy Briand’s penalty earned a 1-0 win against Lorient in the Brittany derby. Meanwhile, 10-man Saint-Etienne drew 0-0 away to Nantes, with goalkeeper Stephane Ruffier saving a penalty from Nantes striker Emiliano Sala.

Mid-table Angers beat Caen 2-1 while Nancy moved out of the relegation zone with a 0-0 draw at Bastia.

Defending champion Paris Saint-Germain beat Dijon 3-0 on Tuesday.

Vehicle fatally hits pedestrian in Siraha

SIRAHA: A pedestrian died after being hit by an unidentified vehicle at Dhangadhimai Municipality-1 in Siraha along the East-West Highway on Thursday morning.

The identity of the deceased, who appeared to be in his 30s, is yet to be established.

Critically injured in the incident, he breathed his last on the way to a hospital, police said.

India off to strong start in Kanpur despite Rahul exit

India shrugged off the loss of opener Lokesh Rahul to reach 105 for one at lunch on the first day of the first test against New Zealand on Thursday.

Rather unsurprisingly, the only wicket to fall in the first session of India’s 500th test went to a spinner with Mitchell Santner getting Rahul caught behind after a fluent 32.

Murali Vijay (39) and Cheteshwar Pujara (34) will return after the break looking to push on and justify skipper Virat Kohli’s decision to bat first at Kanpur’s Green Park Stadium.

Rahul’s last three innings across all formats had yielded two centuries and a fifty and the right-hander, chosen ahead of Shikhar Dhawan, dominated his 42-run stand with fellow opener Vijay.

The 24-year-old hit four boundaries, and a six off Santner, before faintly edging to wicketkeeper BJ Watling in the left-arm spinner’s second over, and just the 11th of the innings.

Off-spinner Mark Craig soon joined him as New Zealand unleashed spin from both ends even though boundaries kept flowing as Vijay and Pujara drove and cut with elan.

The tourists also picked Ish Sodhi in a three-pronged spin attack, who must deliver especially as New Zealand face the unenviable prospect of batting last on a pitch that has already seen turn.
