‘Party conflict won’t lead to mid-term polls’

Pokhara, February 29

Home Minister Ram Bahadur Thapa today said conflict party would not affect party unity.

Talking to journalists at Pokhara airport, Thapa reiterated that intra-party dispute in the party would not lead to the dissolution of the House of Representatives and lead to mid-term polls.

Thapa, who is also the member of the ruling Nepal Communist Party (NCP) Secretariat, said the current dispute in the party was normal. “It is natural for a vibrant party to have discussion and debate. So, it is not good to make mountain out of a molehill,” Thapa said.

“Since the party has decided to send Bamdev Gautam to the vacant seat of the National Assembly, the government will abide by it. Thus, it is redundant to make fuss out of it,” he said.

Meanwhile, addressing a Gandaki Province-level security meeting organised by the home ministry and Gandaki Province Ministry of Internal Affairs and Law in Pokhara, Thapa said government had increased check posts from 87 to 104 in the southern border. Thapa said technical work to print the map of Nepal including land allegedly occupied by India was over.

“We shall publish the map of Nepal including Kalapani, Limpiyadhura and Lipulek,” Thapa said. He informed that diplomatic efforts were on to reclaim the land from India.

Australia reports first coronavirus death

MELBOURNE: Australia reported its first death of a coronavirus patient in a hospital in the western city of Perth early on Sunday, health official Andrew Robertson said.

The 78-year-old had been in quarantine after being evacuated from the Diamond Princess cruise ship in Japan, among more than 150 Australians taken off the vessel.

“Our condolences are with his family and unfortunately he’s the first death we’ve had from coronavirus in Australia,” Robertson, the chief health officer of Western Australia state, told journalists.

The man’s wife also caught the virus, but is in stable condition, authorities said.

Australia’s tally of virus infections stands at 25, the latest government figures show.

On Saturday, Australia said it would deny entry to all foreigners travelling from Iran because of the spreading virus in the Islamic republic.

There have been more than 85,000 virus infections worldwide, the majority in China, the World Health Organisation said. Outside China, it has spread to 53 countries, with more than 6,000 cases and 86 deaths.

Sandeep Lamichhane completes century of wickets in T20Is

Star legspinner Sandeep Lamichhane became the first Nepali bowler to complete century of wickets in Twenty20 Internationals when he took three scalps against Malaysia in the ACC Eastern Region T20 at the Terdthai Cricket Ground in Bangkok today.

Lamichhane, who has been participating in the franchise tournaments worldwide after making a breakthrough from the Indian Premier League in 2018 after Delhi Capitals bought him through the auction, took his tally to 102 in 75 matches after he returned with 3-22 against Malaysia. He reached the magical three digits in the third ball of the third over when he had Malaysia opener Virandeep Jagjit Singh caught by Pawan Sarraf.

Lamichhane then made it two in as many balls when the same duo combined to dismiss Khizar Hayat Durrani in the next ball. He also claimed the wicket of Khizar Hayat Durrani, also caught by Sarraf, as he completed his four-over spell on a high. Syed Aziz Syed Mubarak top scored with an unbeaten 51 as Malaysia posted 154-6. Abhinash Bohara grabbed two wickets and Karan KC claimed one for Nepal. Nepal faced a 22- run defeat after they were all out for 132 runs with two balls to spare.

“It’s a good achievement but I had never thought of getting there so early,” Lamichhane told CricketingNepal after the match. “Thanks to the almighty, friends, family and all teammates who supported me so far and fans as well,” he added. “I have a long way to go and I am still not satisfied as I am thinking of a bigger picture ahead in my life.”

Globe-trotting Lamichhane, who made his T20 International debut for World-XI against the West Indies at Lord’s on May 31 in 2018, had previously taken 28 wickets in 17 matches for the national team. He took his tally to 31 with three wickets against Malaysia in the five-team tournament.

The 20-year-old Lamichhane, who took five wickets in his debut IPL season in 2018 and added eight scalps in the next edition last year, claimed the highest 15 wickets in his second season in Big Bash League in 2019-20. He had taken 11 wickets each in the debut season Down Under and Pakistan Super League. Lamichhane bagged seven and eight wickets respectively in the first and second season of the Caribbean Premier League, while he took four scalps in Bangladesh Premier League and bagged two in Afghanistan Premier League in 2019.

Bayern crush Hoffenheim 6-0 after game interrupted by fans’ banner

BERLIN: Bundesliga leaders Bayern Munich fired in three goals in the opening 15 minutes en route to a 6-0 demolition of hosts Hoffenheim on Saturday in a game interrupted over an offensive banner unfurled by visiting fans.

Bayern moved four points clear at the top of the table but the match was at risk of being cut short when the Munich club’s fans displayed the banner insulting Hoffenheim investor Dietmar Hopp in the 79th minute.

The referee ordered the teams into the tunnel and some Bayern players as well as the entire club leadership walked to the stands and urged fans to take it down immediately.

After a 20-minute interruption both teams came back onto the pitch and ran down the clock without playing competitively, ending the game with an ovation for Hopp and with Bayern CEO Karl-Heinz Rummenigge by the billionaire’s side in a show of solidarity.

Hopp has been a lightning rod for some German fans, who oppose the way he used his wealth to help Hoffenheim climb through the lower leagues to the Bundesliga with consecutive promotions more than a decade ago.

A similar insulting banner led to a Borussia Dortmund fans’ ban in Hoffenheim for two seasons and a 50,000 euro fine earlier this month.

“I am deeply ashamed for the behaviour of these people. That is inexcusable. It is the ugly face of football,” Rummenigge told reporters.

“I have apologised to Dietmar Hopp. We have filmed everything and these people will be held accountable. The way these people behaved today they have absolutely no place in a football stadium.”

“It was a big sign the way the players did it in the end. They had discussed it with the referee. There is a process provided by the football association and I think it is good.”

Up until that point the game had gone smoothly for the champions, who were without injured top scorer Robert Lewandowski.

His absence was not felt when Serge Gnabry volleyed them ahead in the second minute. Joshua Kimmich doubled the advantage five minutes later and Joshua Zirkzee made it 3-0 with a clever turn and shot.

Bundesliga, Bayern Munich, Philippe Coutinho

Philippe Coutinho scored either side of the break and Leon Goretzka completed the rout in the 62nd but Hoffenheim had thrown in the towel long before the game ended on a sour note following the interruption.

Bayern are on 52 points, four ahead of RB Leipzig, who host Bayer Leverkusen on Sunday. Borussia Dortmund are third on goal difference following their nervous 1-0 victory over Freiburg.

Borussia Moenchengladbach captain Lars Stindl scored twice in their 3-2 away win at Augsburg to stay fourth on 46 as misfiring Schalke 04 slumped to a 3-0 defeat at Cologne to lose further touch with the top spots.

David Wagner’s team, in sixth place on 36, have now scored just one goal in their last six league games and conceded eight in the last two.

Samples collected for second time from quarantined Nepalis

Kathmandu, February 29

Nasal and throat swabs were collected for the second time from 175 Nepalis evacuated from China, currently quarantined at Nepal Electricity Authority Training Centre, Kharipati, today.

Samples were also collected from 18 persons — crew members and others who had gone to China to evacuate Nepalis. They are quarantined at National Water Supply and Sanitation Training Centre, Nagarkot.

“The samples have been brought to National Public Health Laboratory. The test reports will be given on Tuesday,” said Dr Runa Jha, director at NPHL. “Those under quarantine will be sent home if they test negative. If any of them have fever or respiratory problems they won’t be sent home,” Dr Jha added.

The government had airlifted 134 males and 41 females from Wuhan, Enshi, Shiyan, Yichang, Jingmen and Jingzhou of China on February 15. A chartered flight of Nepal Airlines had flown to Wuhan Tianhe International Airport to bring the Nepalis back home.

The first round of samples was collected on February 16. All the evacuees had tested negative for coronavirus.

The Ministry of Health and Population has said surveillance would be strengthened in Kathmandu, Pokhara, Chitwan and Lumbini. “These cities are tourist hubs and there is high risk of infection. We are working on strengthening the surveillance system in these cities,” said Dr Bikash Devkota, spokesperson for the health ministry.

“Surveillance must be done properly if we are to prevent coronavirus transmission. Daily reporting from hospitals and updated record keeping are necessary,” said an official on the condition of anonymity.

The ministry today sent a team of doctors to Tatopani and Rasuwagadi borders as these areas didn’t have doctors.

After many complaints, the Ministry of Health and Population today provided three infrared thermometers to measure body temperature of people entering Nepal from Tribhuvan International Airport. There are now six infrared thermometers at TIA.

However, the thermal scanner at TIA, which stopped working a few weeks ago, has not been repaired. “Decisions have been taken to maintain and purchase three more thermal scanners. It will take a week’s time,” said Dr Devkota.

Meanwhile, Prime Minister KP Sharma Oli today formed a high level committee to prevent and control the spread of covid-19. A meeting held today formed the committee with Deputy Prime Minister and Minister of Defence Ishwor Pokhrel as co-ordinator.

The World Health Organisation said that some countries had not reported any case, but it didn’t mean those countries wouldn’t have cases of coronavirus.

Kylian Mbappe capped a brilliant individual performance by scoring twice and creating another for Mauro Icardi as leaders Paris St Germain cruised to a comfortable 4-0 victory over Dijon in their Ligue 1 clash at the Parc des Princes on Saturday.

With Neymar and Marco Veratti suspended and Thiago Silva missing with injury, PSG got off to the perfect start when midfielder Pablo Sarabia steered a mis-hit shot from Marquinhos past Runar Runarsson in the third minute to give them the lead.

Mbappe added a second in the 74th minute, timing his run perfectly to collect Julian Draxler’s through ball before rounding Runarsson and slotting the ball through the arms of the diving goalkeeper.

Government to maintain high alert on coronavirus

Kathmandu, 1 March: After World Health Organisation enlisted Nepal among the high risk countries of coronavirus epidemic, the government has decided to remain on high alert.

A meeting of the ministers and senior officials and senior security personnel held on Saturday at Baluatar chaired by Prime Minister KP Sharma Oli has constituted a high-level coordination committee under the convenorship of DPM and Defence Minister Ishwor Pokhrel.

Prime Minister Oli has given instruction to the committee to manage equipment and medical officers at the Tribhuvan International Airport and conducting compulsory medical test of all the passengers arrived from air route.

He has also asked the committee to manage necessary medical equipments and medicines to fight against coronavirus.

Oli has also instructed for conducting medical test to those arriving Nepal in border points via land route.

Oli extends attractive proposal to Nepal

Kathmandu, 1 March: As chairmen duo of the Nepal Communist Party (NCP) are taking their own stance, the dispute in the party is on.

Meanwhile, party’s senior leader Madhav Nepal is playing a mediator’s role and trying to consolidate his own group in the party. Both the chairmen have become suspicious from Nepal’s role.

After return from Sukute on Saturday, party’s executive chairman Pushpakamal Dahal had called Nepal for consultation at his residence in Khumaltar. Earlier to his meeting with Dahal, Nepal took consultation with a dozen of influential leaders in his own group led by Ubraj Gyawali at his residence, according to Reporters’ Nepal.

Nepal, who is playing a mediator’s role, is not going to take side with any one of the party chairmen.

However, Nepal is of the view that Prime Minister KP Sharma Oli should nominate Bamdev Gautam to the National Assembly.

On the other hand, Oli has not become ready to nominate Gautam to NA, which has intensified dispute between the two chairmen.

Meanwhile, it is learnt that PM Oli has offered the proposal of making Nepal party chairman from the upcoming national convention of the party.

However, Nepal has not decided to accept the proposal immediately and stressing on rule of law in functioning of the party and government.

No MCC deal sans revision, says Dahal

Kathmandu, February 29

Co-chair of the ruling Nepal Communist Party (NCP) Pushpa Kamal Dahal today told mediapersons in Sindhupalchowk that if the United States did not agree to revise the Millennium Challenge Corporation programme, Nepal would not endorse it.

Dahal said MCC could be endorsed only as per the recommendations made by the NCP taskforce led by Jhalanath Khanal.

Dahal’s statement comes at a time when Prime Minister KP Sharma Oli, who has fallen in minority in the nine-member Secretariat, is trying to pass the MCC agreement with or without revision.

However, other party leaders, including Dahal, Khanal, Bhim Rawal and some for mer CPN-Maoist leaders are for endorsing the MCC only after revising it.

Those NCP leaders who want revision in the MCC say the agreement cannot be adopted in its present form because it undermines Nepal’s sovereignty and independence.

Speaking to journalists at Sikute, Sindhupalchowk, Dahal said he was not in favour of compromising national interest in the name of 500 million dollars US grant.

Stating that Nepal enjoyed cordial ties with the US, Dahal said a request would be made, along with some suggestions for revising the MCC agreement. “If the US does not agree to revise the MCC agreement, it won’t be endorsed,” he added.

US officials have, however, said there is no possibility of revising the MCC.

The government had registered the MCC agreement at the Parliament Secretariat in the last session of the Parliament, but it could not be endorsed as former speaker Krishna Bahadur Mahara did not forward the process, drawing Prime Minister KP Sharma Oli’s ire.

PM Oli had said in a newspaper interview that Mahara erred by not moving the MCC process ahead in the House of Representatives.

Meanwhile, NCP leader Jhalanath Khanal, who had submitted his taskforce report to the party saying the MCC should not be endorsed in its present form, also said today in Nuwakot that MCC should not be endorsed without revision. The day he submitted the report to the party, he told THT that the MCC agreement undermined Nepal’s sovereignty and independence.

South Korea reports 376 new coronavirus cases, total rises to 3,526

SEOUL: South Korea reported 376 new confirmed coronavirus cases on Sunday, raising the country’s total number of infections to 3,526, the Korea Centers for Disease Control and Prevention (KCDC) said.

Sunday’s new cases follow the 813 infections recorded on Saturday, the biggest daily jump in South Korea, which is grappling with the largest outbreak of the virus outside China. KCDC said it will update numbers later in the day.

The death toll stood at 17, unchanged from the day earlier, KCDC said.

Of the new cases, 333 were from the southeastern city of Daegu, the location of a church at the centre of the outbreak, and 26 from the nearby province of North Gyeongsang, KCDC said.

Health authorities have urged South Koreans to refrain from attending religious services and political events and stay indoors this weekend, warning of a “critical moment” in the country’s battle against the virus.

Liverpool lose in Watford sensation, Chelsea earn late draw

LONDON: Liverpool’s dream run was demolished in the most unlikely fashion by strugglers Watford on Saturday in what must be considered the most extraordinary reverse of the entire Premier League season.

On the evening when the European champions were expected to complete the best sequence in the history of English football’s top-flight with a 19th straight league victory, they were instead hammered 3-0 by the team lying one from bottom.

Earlier Chelsea earned a late draw 2-2 at Bournemouth with two goals from their predatory defender Marcos Alonso and West Ham United moved out of the drop zone with a 3-1 win over Southampton after protests outside the London Stadium.

Yet nothing could compare with the drama of the late match as Watford’s Senegalese winger Ismaila Sarr scored twice and set up a third for his captain Troy Deeney in a second-half shredding of Liverpool’s aura of domestic invincibility.

Liverpool’s first league defeat in their 28th match this season also meant the end of a 44-game unbeaten streak stretching back to January 2019, as well as killing off their dreams of going an entire English top-flight campaign without a loss like Arsenal and Preston North End before them.

They remain 22 points clear of City, who have a game in hand, so it will doubtless prove only a bump en route to Liverpool’s first English title for 30 years yet such has been the Reds’ supremacy this term, it felt more than a minor tremor.

Sarr, who pounced twice in the space of six minutes just before the hour, was hailed an “unbelievable talent” by Deeney, who could not help but smile about a victory “nobody had given us a prayer” to achieve.

The thoroughly deserved win saw Nigel Pearson’s Watford move out of the bottom three on goal difference into 17th place on 27 points, the same as 16th-placed West Ham and Bournemouth, who slipped into the drop zone after Chelsea’s late equaliser.

At the Vitality Stadium, Chelsea boss Frank Lampard was relieved, but still a little alarmed to be left reliant on defender Alonso coming to the rescue.

“I don’t want my left-back top of the scoring charts. I want our attackers scoring goals and they haven’t,” said Lampard, after watching Alonso head home five minutes from time to ensure Chelsea avoided a second defeat in five days following their humbling Champions League home loss to Bayern Munich.

Chelsea’s hopes of being in Europe’s top tournament next season suffered another setback after Bournemouth responded to Alonso’s first-half goal with two in three second-half minutes from Jefferson Lerma and Josh King.

Yet Alonso, who also scored in the Blues’ big win over Tottenham Hotspur last weekend, struck to ensure fourth-placed Chelsea at least moved to 45 points, five behind third-placed Leicester City.

At West Ham, a few thousand Hammers’ fans marched before the game, protesting about the club’s owners, but their mood was lightened as Jarrod Bowen, the 22 million-pound ($28 million) January signing, marked his full debut with a fine goal.

Southampton teenager Michael Obafemi equalised but the Hammers prevailed with goals from Sebastien Haller and Michail Antonio.

Brighton & Hove Albion are still in a precarious 15th position as former England manager Roy Hodgson celebrated his 100th Premier League match in charge of Crystal Palace with a 1-0 win at the home of their old rivals.

Jordan Ayew’s 70th-minute winner, conjured up against the run of play, left Brighton pondering serious difficulties as they face a daunting fixture list for the rest of the season.

Newcastle United could get sucked into the relegation zone too if their strike force remains as blunt as it did in the 0-0 draw at home to Burnley, the fourth successive game in which they have failed to score.

New lane rules enforced along Koteshwor-Suryabinayak stretch

Traffic police have adopted new measures to improve road safety and reduce accidents along Koteshwor-Suryabinayak road section.

Metropolitan Traffic Police Division said separate lanes were designated for particular types of vehicles along the six-lane road. As per the new rules which came into effect from yesterday, three left lanes have been designated for commuter buses, trucks/tippers/lorries and tractors. Motorcycles, light and private vehicles will have to ply along the right lanes.

MTPD In-charge SSP Bhim Prasad Dhakal, said the new rules would be strictly implemented to uphold lane discipline, reduce road accidents and ease traffic congestion along the road stretch.  According to MTPD, the 7-km road section records an average of 200 accidents and two deaths a month. At least 74 vehicles, both two-wheelers and four-wheelers, pass through the road section every minute.

SP Jeevan Kumar Shrestha, MTPD spokesperson, said rampant violation of lane discipline was one of key reasons behind increasing number of accidents on the road section. “Drivers and riders rarely take needful precautions and use signals while changing the lane to overtaking a vehicle. A small negligence could cost a life,” he said. The Koteshwor-Suryabinayak road leads to eastern region of Nepal through Dhulikhel, Sindhuli and Bardibas.

MTPD has conducted awareness-raising programmes urging riders, motorists and pedestrians to abide by traffic rules. Maximum speed limit along the stretch is 50 km per hour. Traffic cops armed with laser radar guns have been deployed along the road to check overspeeding vehicles and nab the offenders.

The equipment can measure the speed of a vehicle from distance of 300 meters. It also take still and video images of the vehicle in question. Each traffic rule violator is slapped with a fine of Rs 500.

MTPD said it was using speed guns along the road stretch which is more vulnerable to road accident due to overspeeding. Most of the victims are pedestrians and riders. Statistics provided by the Department Transport Management showed that over 3.2 million vehicles ply across the country and of them, about 1.1 million are based in Kathmandu valley. Drunk driving, speeding, overtaking from the wrong side and violating lane discipline are some of the major reasons of road accidents.

According to MTPD, 254 persons were killed in road accidents in the valley in 2018-19 compared to 219 in the previous fiscal.

Bill stipulates regulatory mechanism for nuclear, radioactive materials

Kathmandu, February 28

The Bill on Safe and Peaceful Use of Nuclear and Radioactive Materials-2019, approved by the National Assembly yesterday, stipulates provision of a powerful regulatory body for the regulation of nuclear and radioactive materials in the country.

The bill was tabled by Minister of Education, Science and Technology Giriraj Mani Pokharel at the upper house for consideration. As per Section 3 of the bill, ionized radiation and nuclear technology shall be used only for peaceful purpose.

“There shall be a regulatory body to carry out regulation of nuclear and radioactive materials. However, the Government of Nepal may designate any ministry or agency to function as the regulatory body until the formation of such mechanism,” reads the bill.

The bill has also mentioned functions, duties and power of the regulatory body. They include formulating policies, plans and programmes related to nuclear and radioactive materials, developing of standard for protection of citizens, flora and fauna, property and environment from potential impacts of the ionized radiation; determining duties and responsibilities of persons or institutions licensed to use nuclear and radioactive material and fixing qualification of technicians working in licensed institution.

According to Section 6 of the bill any person or institution wishing to carry out activities related to nuclear or radioactive materials shall have to submit an application along with necessary documents to the regulatory body for licence. “No one shall carry out the activities related to nuclear or radioactive materials without obtaining a licence,” reads Section 6. The licence obtained by a person or institution is non-transferable.

If a licensee is found to have violated the terms and conditions set forth in the licence and the prevailing laws, the regulatory body shall revoke such a licence by giving him/her an opportunity of defence.

As per the bill, if a person uses technology related to nuclear and  radioactive power, he/she shall be imprisoned for a term ranging from five to 10 years, along with a fine up to Rs 1.2 million. In case of death or injury of any person due to negligence and misuse of the nuclear or radioactive materials, perpetrator shall be liable to action, in accordance with prevailing law. S/he shall also be ordered to pay the prescribed amount to the victims or their kin as compensation.

The bill envisions to help achieve the goal of national prosperity through development of state-of-the-art technology while protecting public health and environment from nuclear and radioactive materials. If endorsed by both houses of the Parliament, the bill will be the first law on safe and peaceful use of nuclear and radioactive materials in the country.

Nepal had signed Nuclear Weapons Prohibition Treaty in September-2017, during the 72nd United Nations General Assembly. It became a member of International Atomic Energy Agency in July-2008.

Nepal will not be eligible to purchase any nuclear technology without enacting a law.  The Government of Nepal has expressed its strong commitment to the principle of  general and complete disarmament of all weapons of mass destruction, particularly  chemical, biological, radiological and nuclear in compliance with safeguard frameworks of the IAEA.

Wuhan evacuees to go home after 17 days in isolation

Kathmandu, 29 February : The students and other people kept in Kharipati quarantine since 16 February after their evacuation from Wuhan of China, the epicenter of COVID-19, would return home on 17th day of their isolation.

A total of 175 students have been staying in the buildings of Nepal Electricity Authority (NEA) at Kharipati while 18 people including pilots and crew members of the Nepal Airlines Corporation (NAC) kept at Drinking Water Training Centre Office, Nagarkot have completed 13 days of quarantine on Friday.According to Ministry of Health and Population,  no one was detected with coronavirus pneumonia during the sample tests conducted on 16 February and the final tests would be conducted again by collecting the swab sample of throat and nose today.

Relief support to the fake -paddy seed victim farmers

Kathmandu, 29 February : The government is to provide relief support to the farmers who suffered as a result of fake paddy seeds. The farmers will receive 20 per cent of their total expenditure in relief assistance.Farmers in 13 districts including Chitwan suffered huge losses after the paddy they sowed did not yield any produce. The paddy plants were grain-less at the time of harvest. The damage incurred by the farmers who cultivated paddy in 17,806 hectares of land is reported to be around 170 million rupees, according to the Ministry of Agriculture and Livestock Development. The minimum base price of it is 230 million.

The department of commerce, supplies and consumer protection has meanwhile penalized the company that introduced the seeds in the country. The Sunrise Agriculture Research centre in Lamahi, Dang had imported the paddy seeds. The hybrid seeds named Garima were imported from the Rinova Seed Science India Private Limited in Hyderabad, India. The seeds were found to be fake only at the time of harvest, when the paddy plants did not bear the crop.

WelI-equipped ICU sans doctors !

Kathmandu, 29 February : The Intensive Care Unit of the Nawalpur snakebite treatment centre at ward no. 1 of Lalbandi municipality of Sarlahi district has been out of service due to lack of doctors, despite it is well- equipped.The ICU along with the ventilator was established almost eight months ago at the total cost of Rs. 3 million. The government of State no 2 had provided support to the establishment of the ICU. The centre was established six years ago, considering the increasing incidents of snake bites in Sarlahi and neighbouring districts. It usually receives 1o to 12 cases in a day during the summer season. It has so far provided treatment to 4,500 patients.

Pompeo to attend signing of US-Taliban troop withdrawal pact

WASHINGTON: US Secretary of State Mike Pompeo will witness the signing of a US-Taliban agreement on a withdrawal of American troops from Afghanistan, President Donald Trump said on Friday, heralding an agreement that could help his re-election campaign.

The deal, part of a wider push for Afghan reconciliation and an end to the longest US war, faces many obstacles, including an election feud between Afghanistan’s two leading politicians. It is expected to be signed in Qatar’s capital Doha on Saturday.

The US-Taliban agreement would begin a phased withdrawal of American and coalition forces. It would require the Taliban to initiate a formal dialogue with the Afghan government and other political and civil society groups on a permanent nationwide ceasefire and power sharing in postwar Afghanistan.

US forces invaded the Southwest Asian country in 2001 to topple the Taliban rulers who provided a safe haven in which al Qaeda planned the Sept. 11, 2001, attacks on New York and the Pentagon that killed nearly 3,000 people.

Among the many obstacles to peace are resolving a dispute between Afghan President Ashraf Ghani and his main political rival, Chief Executive Abdullah Abdullah. Both have claimed victory in the disputed Sept. 28 presidential election.

There is also the undecided question of who will form the Afghan team that would negotiate with the Taliban on how to bring the insurgents into the political process and, ultimately, how to share power with the movement.

The agreement calls for a long-planned initial drawdown to 8,600 US troops from some 13,000 but it ties further cuts to the Taliban keeping promises it may find challenging, such as cutting deep ties with al Qaeda and other militant groups.

“If the Taliban and the government of Afghanistan live up to these commitments, we will have a powerful path forward to end the war in Afghanistan and bring our troops home,” Trump said in a statement, saying Pompeo would “soon” witness the signing.

“We … urge the Afghan people to seize this opportunity for peace and a new future for their country,” he added, without addressing when or where the signing would happen.

Earlier, Pompeo told US lawmakers he had seen a “significant” reduction of violence in Afghanistan over the past six days.

If extended for a full week, the “Reduction in Violence” pact that took effect on Feb. 22 is expected to culminate in the signing of an agreement between top US and Taliban negotiators on Saturday in Doha, the Taliban’s political headquarters.

Afghan officials met Taliban members in Qatar on Friday to discuss a prisoner swap plan.

Testifying before the House of Representatives’ Foreign Affairs Committee, Pompeo said Washington is watching to see whether neighboring Iran may seek to play a spoiler role in Afghanistan.

“We have seen just these last six days a significant reduction in violence in Afghanistan,” Pompeo said. He said there was a history of Iran “to act as a spoiler” inside Afghanistan.

Trump has made withdrawal of US troops from Afghanistan a major foreign policy objective. An agreement with the Taliban to end the 18-year-old war could boost his re-election prospects.

The American troops are part of a U.S-led NATO mission that trains and aids Afghan forces and carries out counterterrorism operations to prop up the Kabul government and prevent an al Qaeda resurgence.

“When I ran for office, I promied the American people I would begin to bring our troops home, and seek to end this war,” Trump said in his statement. “We are making substantial progress on that promise.”

How long can coronavirus survive on surfaces?

As a new coronavirus spreads quickly around the world, US health officials say they are “aggressively” assessing how long it can survive on surfaces to better understand the risk of transmission.

Based on what is known about similar coronaviruses, disease experts say the new outbreak of the virus, named COVID-19, is mainly spread from person to person through coughing or sneezing. Contact with fecal matter from an infected person may also transmit the virus.

The US Centers for Disease Control and Prevention says it may be possible for a person to become infected by touching a surface or object that has the virus on it and then touching their own mouth, nose or eyes.

An analysis of 22 earlier studies of similar coronaviruses, including Severe Acute Respiratory Syndrome (SARS) and Middle East Respiratory Syndrome (MERS) published online this month in the Journal of Hospital Infection, concluded that human coronaviruses can remain infectious on inanimate surfaces for up to nine days at room temperature. However, they can quickly be rendered inactive using common disinfectants, and may also dissipate at higher temperatures, the authors wrote. It is not yet clear, however, whether the new coronavirus behaves in a similar way.

“On copper and steel it’s pretty typical, it’s pretty much about two hours,” CDC Director Dr Robert Redfield told US lawmakers on Thursday, referring to how long the new coronavirus may be active on those types of materials. “But I will say on other surfaces – cardboard or plastic – it’s longer, and so we are looking at this.”

The agency said there is likely a very low risk of spread from products or packaging that are shipped over a period of days or weeks at ambient temperatures.

A CDC spokeswoman, in an emailed statement, said the agency is still looking into how contagious the virus can be when deposited on more common, everyday surfaces.

The Food and Drug Administration this week said it has no evidence that COVID-19 has been transmitted from imported goods, but the situation remains “dynamic” and the agency said it will assess and update guidance as needed.

“The important big take-home message is that this is probably a small proportion of the transmission of respiratory viruses,” said D. Timothy Brewer, professor of epidemiology and medicine at the University of California, Los Angeles. “Out in the community, these viruses are probably not surviving for a long time on surfaces.”

Brewer explained that such viruses tend to survive the longest in low-temperature, low-humidity environments, “that is why you see lots of respiratory viruses during the winter.”

Baskota sues Mishra for defamation

Former minister of communications and information technology Gokul Prasad Baskota, who has been accused of negotiating kickback from Bijay Prakash Mishra, a Swiss company agent in the security press procurement deal, today filed a defamation case against Mishra at Kathmandu District Court.

Baskota resigned as minister of communications and information technology a few days ago after Mishra leaked an audiotape, where Baskota is heard negotiating Rs 740 million commission with Mishra in the security press procurement deal.

Complaints have been lodged against Baskota at the Commission for the Investigation of Abuse of Authority accusing him of negotiating kickbacks in the security press procurement deal. Baskota’s legal move comes a day after Prime Minister KP Sharma Oli defended him saying there was no solid evidence against Baskota in the audiotape scandal. He also said Baskota was being treated as if a charge of corruption against him had already been proven.

Baskota has stated in his case that as minister of communications and technology, it was his duty to make efforts to establish a security press in the country to print passport, postal stamp, land ownership certificate and other vital documents and in that course Mishra, who introduced himself as Nepal agent of KBA-Notasys ‘SA’ had met him.

Baskota said he did not entertain Mishra and his company as the man made unlawful offer and that’s why Mishra created false evidence against him to assassinate his character. The former minister said he had told a gathering in Bhaktapur on January 8 that he was going to write a book explaining about those who offered him commission.

He stated that he decided to go for government to government agreement on security press procurement deal as people like Mishra acted maliciously against the interest of the country.

Baskota accused Mishra of preparing false evidence against him from the clips of his statements that he had made on different occasions. He argued that Mishra’s acts violated Section 305 and 306 (1) and 306 (2) of the penal code.

Even if I had held any conversation with Mishra in the past, he was not allowed to record those conversations because such acts are in violation of Section 293 of the penal code, Baskota said and added that Mishra prepared false evidence to assassinate his character after he refused to entertain him and his company. There is no truth in the audiotape and I had not negotiated kickbacks with anybody, he stated in his case.

He said he resigned on moral grounds after questions were raised against him and he would fully cooperate with investigators if an investigation was launched into the matter. Baskota demanded punishment for Mishra under Section 305(3), 307 (1) and 293 (2) and besides making a claim for damages.

Police inspector mercilessly beats up woman

Kathmandu, February 28

Nepal Police is back in news for all the wrong reasons: mercilessly beating up a young woman, her toddler wrapped in her arms, and marshalling her out of a posh residence at Bhaisepati on Thursday afternoon. As if that was not enough, the police then kept the woman and her toddler in detention at the Metropolitan Police Range all day.

According to a video that went viral on social media today, the young woman is Hima Shrestha. The 34-year-old had her 10-month-old baby locked in her arms when the police batons rained on her. The police officer in uniform is Inspector Devi Prasad Paudel from Metropolitan Police Range, Jawalakhel.

Paudel mercilessly thrashed Hima with a baton and then kept her in custody for six hours or so at the police range before releasing her after office hours later in the evening.

“It hurt all day and I requested for my medical check-up. But they didn’t take me to hospital,” Shrestha said, showing bruise marks on both her legs.

The woman suffered bruises on her thighs and calves inflicted by the police beating.

“Just as I stepped out of the police station, I took a cab and headed for Green City Hospital in Basundhara for a medical check-up,” she told THT.

Shrestha said she was thrashed for being a part of the group that was protesting against a senior army officer who had abandoned a woman with who he had a relationship with for 17 years.

Shrestha and a group of women had reached the army officer’s residence at Bhaisepati on Thursday afternoon to broker talks between him and his long time concubine. The officer allegedly had an extramarital relationship with the woman for 17 years. According to Shrestha, the army officer had lied to the woman that he was unmarried.

“The army officer had been supporting her for 17 years, but stopped visiting her six months ago,” said Shrestha. “We had gone to his residence to discuss the issue so that the woman wouldn’t have to suffer.”

“We wanted to talk with the officer and his family, but they called the police. Just as the police reached the house they started beating the woman’s supporters on charge of trespassing,” said Shrestha, alleging, “I was mercilessly hit at least eight times by the police inspector. Even my 10-month-old son was not spared.”

The video of the incident has drawn ire of rights activists and the public.

A press release issued by the police said that four women were taken into custody for trespassing and vandalising officer’s property.

Oli-Dahal tug of war continues

The tug of war between Nepal Communist Party (NCP) co-chairs KP Sharma Oli and Pushpa Kamal Dahal over who to nominate to the National Assembly that appeared to head towards rapprochement after last evening’s joint address by the top brass of the party is far from over.

The fresh dispute ensued after Prime Minister KP Sharma Oli rejected a unanimous decision taken by the NCP Secretariat on Wednesday to nominate Bamdev Gautam to the Upper House after Finance Minister Yubaraj Khatiwada’s two-year tenure as NA member ends on March 3.

The recommendation — proposed by Dahal and endorsed by Madhav Kumar Nepal, Jhalanath Khanal and Narayan Kaji Shrestha — didn’t go well with Oli, who has fallen in minority in the nine-member Secretariat. Only General Secretary Bishnu Paudel and Defence Minister Ishwar Pokharel are on Oli’s side. He suspected a ploy against him by his party’s top leaders in collusion with some businessmen.

Oli is of the view that businessmen unhappy with Khatiwada’s policies had influenced the Dahal camp to oust Khatiwada. But Oli has conveyed to leaders close to him, as well as some opposition leaders, that he will not allow Gautam to replace Khatiwada.

The Dahal camp, meanwhile, has gone from strength to strength ever since their meeting at Gautam’s Bhaisepati residence in early January that culminated in Dahal’s favourite Agni Prasad Sapkota’s appointment as the speaker of the House of Representatives. It was that meeting that pressured Oli to back down from his stance to appoint Subas Chandra Nembang as the HoR leader and put him in minority in the Secretariat.

Subsequent Secretariat decisions, such as those related to Millennium Challenge Corporation Compact Programme and resignation of Oli’s confidant Gokul Baskota as the minister of communications and information technology, also were against Oli’s wishes.

However, Oli has resolved not to give in to pressure from his fellow leaders this time. He has argued that recommending an NA member is the prime minister’s prerogative. Oli has reportedly told his party and opposition leaders that he will not hesitate to take harsh decisions if he is continued to be cornered.

Oli’s Adviser Rajan Bhattarai said at a programme today that the party could just advise the prime minister about NA nominations, but it was up to the prime minister and the president who to nominate.

As Oli seemed adamant, Dahal, Nepal and Khanal met this morning at Dahal’s Khumaltar residence to find a middle ground and amicably resolve the dispute, which insiders say has the potential to push the party to the brink of split.

According to insiders, the Khumaltar meeting concluded that Gautam could be nominated to the NA and Khatiwada could continue as the finance minister. As per the constitutional provision, the prime minister can appoint anybody as a minister, but the incumbent has to win membership of one of the two houses of Parliament within six months of appointment. “Therefore, Khatiwada can again be brought back to Parliament after six months,” said an NCP leader.

Dahal, who visited Chitwan right after Khumaltar meeting, also spoke in the same spirit. “The Secretariat unanimously decided to nominate Gautam to the NA. Therefore, the PM will respect the decision,” Dahal told mediapersons. “As far as Khatiwada is concerned, he can continue as finance minister for the next six months. It is up to the prime minister to re-appoint him.”

Madhav Kumar Nepal is also believed to have conveyed the same to the PM today. Oli, who is making a bid to win over Nepal, had invited the latter to Baluwatar after the Khumaltar meet.

“Nepal’s new map to be released soon”

Kathmandu, 29 February: Land Management and Poverty Eradication Minister Padmakumari Aryal said that new map of Nepal will be released soon.

At a press conference organized to inform about her ministry’s achievements in two years, she said that a technical team constituted to advice on the map has already submitted its report and currently Survey Department’s special team is studying on the map, which is at the final stage.

She also informed that the government is to form a commission to address problems related to unplanned settlement and landless people.

Coronavirus fear rattles Everest climbing season

With the outbreak of coronavirus showing no sign of abating, expedition operators in Nepal fear that the country would bear severe economic losses in the Everest climbing season that runs from March to May.

According to operators, many Chinese climbers have already started cancelling their expedition bookings after the outbreak of COVID-19 that has killed over 2,800 persons and spread in 42 countries.

Pasang Sherpa, managing director at Pioneer Adventure Treks, informed that seven Chinese members from his company dropped their plans to scale the world’s highest peak from Nepal side this spring season.

“Now, we can hardly expect climbers from China, Iran, South Korea, Japan and a few European countries, including Italy, among others,” Damber Parajuli, president of Expedition Operators Association Nepal, said.


No action plan

In addition, lack of government preparedness, as well as action plan, has had an adverse impact on the country’s tourism sector, Parajuli, who returned from Italy last evening without being screened at Tribhuvan International Airport, said. “Looking at the pathetic scene at the airport, I can only feel sorry about the airport authority and other agencies concerned,” he added.

Rishi Bhandari, managing director at Satori Adventure, said that Everest climbing season would certainly face a tough challenge if the government fails to introduce an immediate action plan to contain the COVID-19 threat.

“At least six Italian climbers who planned to scale Mt Everest from Tibet side have already cancelled their booking from my company,” he informed.

Sources said that China would not be opening its Tibet route in the spring season to allow Nepali operators for Mt Everest, Cho Oyu and Sishapangma expeditions.

“The country will certainly bear severe economic losses this season and it will have long term impact on the tourism businesses,” Parajuli opined.


Climbers in dilemma

Saying that Chinese tourists are an important source of income for Nepal, Dr Nima Namgyal Sherpa who operates exclusive Chinese expeditions through his company — Kaitu Expedition  — demanded the government to prepare an action plan to facilitate the expedition operations on different mountains.

“My Chinese clients want to come for spring expedition to Mt Everest. But should they be allowed to share base camp with other country members without being quarantined in Nepal?” he asked, urging the government to clear such confusion.

With COVID-19 fear rising, Mingma Sherpa, chairman at Seven Summit Treks, said that many climbers were still in dilemma whether to join expeditions in Nepal.

“Our company, which runs the largest expedition on Mt Everest each season, has not received any cancellation till date, but many members have expressed their serious concern over the country’s plan of preparedness to tackle the threat,” he said.

Besides, the government’s failure to bring those involved in infamous high-altitude rescue fraud to book and haphazard collection of local taxes from the tourists visiting major destinations, including Khumbu, have already hit hard the country’s tourism sector.

“Mostly, European insurance firms have raised the premium while some of them have also stopped selling packages to their clients for Nepal,” entrepreneurs said, referring to the government’s inaction in the helicopter rescue scam.

The COVID-19 fear has posed another serious threat to tourism and mountaineering businesses, they added.


Bad start for VN 2020

Nepal has already witnessed two per cent drop in tourist arrivals in the first month of Visit Nepal 2020.

Meera Acharya, director at the Department of Tourism, said that DoT will discuss with the expedition operators and other concerned agencies soon to work out on an action plan for spring climbing season.

In the last spring, DoT collected a total of Rs 495 million from expedition royalty, including Rs 442 million from Everest expeditions. Of 381 members, at least 60 Chinese nationals had obtained climbing permits for Mt Everest in 2019, Acharya informed.

The government levies $11,000 per person for foreign climbers for expeditions to Mt Everest during spring season, while Nepali climbers have to pay Rs 75,000 per person. For other mountains above 8,000 metres, the government levies $1,800 on foreigners and Rs 10,000 for Nepali climbers.

New coronavirus cases in mainland China fall to lowest since January

BEIJING: Mainland China had 327 new confirmed cases of coronavirus infections on Thursday, the country’s National Health Commission said on Friday, down from 433 cases a day earlier and the lowest since January 23.

That brings the total accumulated number of confirmed cases in mainland China so far to 78,824.

China’s central Hubei province, the epicentre of the outbreak, had 318 new confirmed cases, down from 409 cases a day earlier and the lowest since Jan. 24.

Excluding Hubei, mainland China reported just nine new cases on Thursday, down from 24 a day earlier.

The provincial capital of Wuhan reported 313 confirmed cases, down from 383 a day earlier and the lowest since Jan. 26.

The death toll in mainland China reached 2,788 as of the end of Thursday, up by 44 from the previous day.

Hubei reported 41 new deaths on Thursday, while in Wuhan, 28 people died.
