Research to control fall armyworm under way

BHARATPUR, OCTOBER 1

National Maize Research Programme, based in Rampur of Chitwan district, has embarked on undertaking a research for the prevention and control of fall armyworm – a type of pest which poses a serious threat to grain outputs.

Scientists and technicians working in the field of agriculture have been hell bent on carrying out the research to control the pest, which has been sporadically broken out across the country. The researchers have been collecting larvae of the armyworm for research.

Swarms of the fall armyworm, which entered Nepal in previous years have destroyed corn crops across the country.

A scientist of the research programme, scientist Ghanashyam Bhandari said they have collected larvae of the notorious caterpillar species to lessen the loss the pest can inflict.

Larvae of the worm are more active during the night. They lay eggs on the surface of lower leaves but sometimes on the upper part of leaves.

A worm lays 150-200 eggs on the corn leaves. Bhandari shared that the worm can lay 1,500 to 2,000 eggs during its life span of 15-21 days.

“Collecting its eggs would therefore be instrumental in preventing the spread of the worm,” he said, adding that it would lessen the damage and reduce the use of chemical pesticides on farms.”

There are 150-200 eggs on the surface of a leaf. Therefore, plucking the leaves having the larvae and their proper management could prevent the worm from inflicting much damage, Bhandari further explained. The first case of the pest was reported from Nawalparasi district of western Nepal on 9 May 2019.

Because the pest’s favourite crop, maize is the second most cultivated food crop in terms of area and production after rice in Nepal, the pest may damage a lot of farmland across the country. The National Maize Research Programme was initiated in Rampur in 1962. As part of the programme, research and development of various species of maize has been undertaken in the area stretching over 65 bigha land.

National Maize Research Programme Coordinator Dr Keshab Babu Koirala said various pests have been causing damage to the corn crop during its production and storage. “Different 55 types of worms inflict damage to maize crops.

We are undertaking research to prevent the intrusion of pests,” he said, adding the research has come up with some positive findings.

OAG to file review petition against Batala’s acquittal

KATHMANDU, OCTOBER 1

The Supreme Court has allowed the Office of the Attorney General to file a review petition against its division bench’s decision to acquit Govinda Bahadur Batala, one of the defendants in Ramhari Shrestha murder case. Batala is a former Maoist combatant.

The permission to file review petition was granted by a full bench of justices Deepak Kumar Karki, Ishwar Prasad Khatiwada and Manoj Kumar Sharma.

Acquittal verdict was passed by a division bench of justices Tej Bahadur KC and Tanka Bahadur Moktan on March 1 citing lack of evidence.

The three accused in the case — Kali Bahadur Kham, Keshav Adhikari and Gangaram Thapa — are still absconding.

Another accused, Arjun Karki, who drove the vehicle used to take Shrestha from Kathmandu to Maoists’ camp in Shaktikhor, Chitwan, was imposed a fine of Rs 20.

Koteshwor trader Ramhari Shrestha was abducted from Kathmandu and taken to the Maoist camp in Shaktikhor on 27 April 2008. Two other people — Keshav Adhikari and Gangaram Thapa — suspected of having a hand in the disappearance of some money and a weapon from PLA 3rd Division office in Ramhari Shrestha’s house — were also taken along with Batala.

Shrestha’s body was fished out of the Narayani River on 10 May 2008. His wife Ramila Shrestha had lodged an FIR accusing the defendants of kidnapping and killing her husband.

The District Court had imposed a three-year jail sentence on Batala.

Murder case was filed against PLA 3rd Div Commander Kali Bahadur Kham, Arjun Karki, Keshav Adhikari and Gangaram Thapa.

According to Spokesperson for the Office of the Attorney General Sanjeeb Raj Regmi, his office had argued in the review petition that Batala and Karki were with Shrestha from the time he was taken to Chitwan from Kathmandu till his body was dumped in the Narayani River and, therefore, they were responsible for his death. He said post-mortem report confirmed that Shrestha’s death was a case of homicide.

The appellate court had held Batala guilty of attempted murder.

According to Regmi, Batala had deposed in the case that Ramhari Shrestha, who had been severely beaten by Keshav Adhikari and Gangaram Thapa, was being brought to Kathmandu for treatment, but he was dumped by Adhikari and Thapa in the Narayani River as they thought that he had succumbed to his injuries.

Barcelona overcome early red card to earn big win at Celta

VIGO, SPAIN: Impressive performances from Lionel Messi and Ansu Fati helped Barcelona overcome an early red card to defender Clement Lenglet and win 3-0 at Celta Vigo on Thursday to make it two wins out of two in the new La Liga season.

Barcelona, La Liga, Lionel Messi

Teenager Fati showed pace and anticipation to nip in between two Celta defenders and fire Barca ahead in the 11th minute, picking up where he left off with his two early goals in Sunday’s 4-0 win over Villarreal.

Barca’s lead looked to be under threat when Lenglet received a second booking at the end of the first half for striking former Barca player Denis Suarez in the face, sparking furious protests from Messi and Gerard Pique.

But Barca quickly doubled their advantage soon after the interval, as Messi tore through Celta’s defence and fired a low shot which took a heavy deflection off Lucas Olaza and squirmed past keeper Ivan Villar for an own goal.

The Catalans, who had failed to win their last five league games at Celta’s Balaidos, maintained control even with 10 men, only once looking in danger of conceding.

Nolito skipped into the area but his shot was saved by Barca stand-in keeper Neto, Celta’s Miguel Baeza pounced on the rebound but Sergi Roberto threw his body in the way and deflected the goal-bound shot on to the crossbar.

Messi almost got a goal himself with another bursting run into the area but his shot was saved by Villar, leaving Sergi Roberto to lash high into the net deep in added time for the third goal.

Sergi Roberto praised Barca’s fighting spirit and said they had learned to battle after their humiliating 8-2 thrashing by Bayern Munich in last season’s Champions League.

“It was very important we continued to play with positivity when we had one player less,” he said.

“We defended as a team, everyone did their job and we played with a lot of desire, and showed we really want to achieve great things this season.

“We realised after the result against Bayern that we had to change things, we were fighting right up until the last minute today.”

Government to waive off seven-day quarantine for tourists

KATHMANDU, OCTOBER 1

The Ministry of Culture, Tourism and Civil Aviation is planning to waive off seven-day quarantine for tourists set to arrive in Nepal from October 17. Following criticism from stakeholders, the ministry is preparing to review its protocols for foreigners who are interested in visiting Nepal for mountaineering and trekking.

According to an official who is assigned to review the protocols at MoCTCA, the ministry is working to carry out instant antigen test for COVID-19 for foreign tourists upon arrival at Tribhuvan International Airport.

“Visiting tourists who carry a negative polymerase chain reaction test report can be allowed to walk free after carrying out the antigen test,” he said, adding that it would certainly address stakeholders’ concern.

On Tuesday, MoCTCA had released protocols stating that foreigners would have to compulsorily stay in hotel quarantine for seven days after landing here post October 17, when commercial international flights will resume.

“If everything goes as per plans, Nepal is fully opening up for tourism after October 17,” said the official.

Officials at the Department of Tourism, which issues climbing permits for mountaineering, has already notified the ministry that it couldn’t issue permits to mountaineers if strict provisions including COVID insurance of US$ 5,000 and one-week quarantine rule were applied.

According to an official at DoT, the department has suggested that the ministry allow tourists visiting Nepal after October 17 if they produce a negative PCR test report.

“It is impossible to monitor whether tourists stayed at a specified hotel for a week,” the official said, adding that it would be better to check mandatory life and health insurances rather than imposing extra financial burden of US$ 5000 in the name of COVID insurance.

Tourism Recovery Task Force has already submitted a request letter to MoCTCA opposing the latter’s decision of one-week quarantine for foreigners.

The task force also requested the government to allow tourists who arrive with a negative PCR test report to carry on with their planned activities in the country without having to stay in quarantine.

No tourist will like to stay in hotel quarantine for seven days on their expense even after producing a negative PCR report, Damber Parajuli, president, Expedition Operators Association of Nepal said, adding that the government should review the recent protocols.

“MoCTCA can prepare its own protocols to boost tourism activities, but they should be framed as per the guidelines issued by the COVID-19 Crisis Management Centre complying with the health and safety protocols,” CCMC Secretary Mahendra Guragai said.
