Nepali Congress wins Provincial Assembly seat in Bhaktapur

Nepali Congress won the by-election held for the Provincial Assembly member in Bhaktapur-1 (A). It is the major victory for the opposition party as the seat was won by the ruling Nepal Communist Party in 2017 elections.

Congress candidate Krishna Lal Bhandel received 13,748 votes to beat DP Dhakal of the NCP. Dhakal was restricted to just 11,210 votes.

Meanwhile, Niraj Lawaju of the Nepal Workers and Peasants Party received 5,829 votes to secure the third position.

Vote countering is underway in other major constituencies of the country.

Explosions mar by-polls in places

Pokhara, November 30

Improvised explosive devices went off at several places near voting centres at Kaski constituency-2, today.

Locals said a bomb exploded near the voting centre at Saraswoti Tika Secondary School at 7:45 am. Similarly, an IED was detonated near Nawa Prabhat Secondary School Pokhara at 7:30am. Another explosive device went off near Shanti Secondary School at Chhaharepani of Pokhara-16, at 8:00am. A bomb was also detonated near the voting centre at Pokhara-16 at 1:30pm while voting was underway.

No human casualties, have been reported. Explosives had gone off at the voting centres despite tight security. Police have yet to comment on the explosions.

Voting had started at Kaski Constituency-2 from 7:00am. People were queuing up from early morning to cast their ballots. According to Kaski CDO Ramesh Kumar KC, votes were cast at 32 voting booths and 82 voting centres at 11 wards in Kaski constituency-2.

By-election for the seat of the House of Representatives was held after then minister of Culture, Tourism and Civil Aviation Rabindra Adhikari was killed in a chopper accident. As many as 21 candidates including 10 independents, are vying for the seat.

Likewise, an improvised explosive device went off near a voting centre in Lamjung. The bomb had exploded while voting was under way for the post of chair of Ward-2, at Sundarbazaar Municipality. Loud sound of the blast had dispersed the voters for a while.

Similarly, improvised explosive devices were found at two places in Adarsha Rural Municipality, Doti today. A bomb disposal team of Nepali Army had deactivated the IEDs at the rural municipality.

However, by-election for the post of ward chair at Adarsha Rural Municiplaity-2 was held successfully.

16.4pc ballots cast at Thawang of Rolpa district

After supporters of Netra Bikram Chand-led Communist Party of Nepal refrained from voting, only 16.4 per cent voters cast their ballots for the post of chair at Thawang Rural Municipality-1, Rolpa, in the by-election today. The voters’ turnout was the lowest.

It is learnt that Chand’s cadres and supporters had launched a door-to-door campaign convincing locals not to cast vote in the by-election. Chand-led CPN leaders and cadres were present around the voting centres, but they did not cast their ballots.

Out of 1,274 voters, only 209 cast their ballots at Ward No1 of the rural municipality, said Chief Election Officer Ramesh Prasad Gyawali. According to Gyawali, 112 males and 97 females had cast their ballots.

The voting centre was open till 5:00pm and ballot papers were collected after 5:00 pm. “An-all party meeting decided to start counting the votes at the then Thawang VDC’s hall from tonight itself”, said Gyawali.

The ruling Nepal Communist Party’s (NCP) Janak Bahadur Budha and Nepali Congress’ Kalam Rokka have thrown their hats into the ring for the post of ward chair.

Voters’ turnout low compared to last elections

Compared to the last election, fewer votes were cast in this by-election in Kaski-2 and Sunsari’s Dharan Sub-metropolis.

Kaski-2, where the by-election will choose a member of the House of Representatives, witnessed 65 per cent votes cast this time, down from the 68 per cent during the last election.

Total number of voters in the constituency stood at 71,871 this time, up by 1,220 since the last election.

Around 46,000 votes were cast this time. Total votes cast in the previous election was 49,913 with 1,464 declared invalid.

Kaski by-election

Kaski-2 comprises 11 wards and had 32 polling booths and 82 voting centres. Baring some incidents of bombs going off and disputes at some booths, the election was largely peaceful.

With the conclusion of voting, ballot boxes were collected and taken to Pokhara’s Sahidchowk-based District Coordination Committee Office.

According to sources at the District Election Office, vote counting will start from 8:00 pm today itself.

A total of 21 candidates, including 10 independents, have thrown their hat into the ring in the constituency.

However, the main contest is expected to be between the ruling Nepal Communist Party (NCP) candidate Bidhya Bhattarai and Nepali Congress candidate Khemraj Poudel.

The by-election was necessitated due to the death of Rabindra Adhikari, a CPN-UML leader elected as a parliamentary member from here in the last election.

He died in a helicopter crash in Taplejung. NCP candidate Bhattarai is the late leader’s spouse.

In Sunsari’s Dharan sub-metropolis, voters’ turnout to pick the mayor and a ward chairperson stood at 59.25 per cent, down from 67.86 during the previous election.

According to Election Officer Radhakrishna Upreti, some 92,853 voters were registered for the by-election this time.

“There were total 79,290 registered voters in the last election. Among them 53,812 had cast their ballots. This time the registered voters’ number stood at 92,853 and out of them 55,163 voters cast their ballot,” said sources at the district election office.

Sources at the election office informed about preparations to start vote counting from 10:00pm.

“As the ballot boxes have been collected at the office of the chief election officer, the counting is likely to start
from 10:00pm following an all-party meeting,” said a staffer at the office.

As many as 23 candidates, including 11 independents, are fighting for the post of mayor that has remained vacant following the death of Tara Subba, elected as mayor representing then CPN-UML in the last election.

NC candidate Tilak Rai and NCP candidate Prakash Rai are set to have a major battle for the position.

Gold declines, silver remains steady

No major change in bullion price owing to stable dollar

As the value of American dollar remained constant, price of gold and silver also remained a bit stable in the domestic market in the trading week between November 24 and 29.

According to the Federation of Nepal Gold and Silver Dealers’ Association (FeNeGoSiDA), gold was traded at Rs 71,600 per tola on Sunday and it remained constant on Monday.

On Tuesday, gold price declined by Rs 400 a tola to be traded at Rs 71,200 per tola and again remained constant the next day. On Thursday, however, gold price settled at Rs 71,000 per tola, declining by Rs 200 a tola. However, on Friday, the price of the yellow metal increased by Rs 300 per tola to close the trading week at Rs 71,300 per tola.

Price of the bullion declined by Rs 400 per tola in the review week compared to the closing rate of Rs 71,700 a tola in the previous week.

Likewise, the price of silver also witnessed slight fluctuations in the review period. As per FeNeGoSiDA, silver was traded at Rs 855 per tola on Sunday and its price remained constant on Monday. On Tuesday, the price of the grey metal declined by five rupees a tola to settle at Rs 850 per tola. However, the next day silver price went up by five rupees per tola to be traded at Rs 855 a tola in the domestic market. On Thursday, silver price declined by five rupees a tola and reached Rs 850 per tola. However, on Friday, silver price settled at Rs 855 a tola, going up by five rupees per tola.

Compared to the previous week’s closing rate of Rs 860 a tola, silver price in the review week descended by five rupees a tola.

“This week bullion price remained steady and did not witness any major changes in the domestic market,” said Dharma Sundar Bajracharya, general secretary of FeNe- GoSiDA. “This week the value of the American dollar and the Indian currency was stable in the international market, hence there were no major changes in bullion price in the week,” he added.

Meanwhile, Reuters reported that gold prices rose and stocks on Wall Street slipped after China warned on Thursday it would take ‘firm counter measures’ against US President Donald Trump’s decision to ratify a bill backing protesters in Hong Kong.

Meanwhile, gold was sold at a premium this week in India as a dip in prices prompted purchases of the precious metal, while demand was soft in other Asian hubs as interest for the metal waned going into the year-end season, Reuters reported.

Three killed in Kaski mud mound collapse

Three workers died when a mound collapsed in Pokhara of Kaski, on Sunday, December 1, 2019.

Pokhara, December 1

Three persons died when a mud mound collapsed in Pokhara-20 of Kaski district on Sunday morning.

Two others sustained critical injuries in the accident in Mauja. The ward’s chair, Sim Gurung, says the five workers were constructing a wall there.

The victims are yet to be identified.

Further investigation is underway.

Unidentified groups detonate bombs near four polling centers in Kaski

Unidentified groups detonated bombs at polling centers located at Deep Chandika, Armala, Nawaprabhat Secondary School and Bagmare at different times to thwart elections. However, no causalities have been reported so far. The blasts disturbed the voting for about 20 minutes each, according to witnesses. District authorities said the situation is now under control. The police have launched probe into incidents.

At least 14 killed in bloody gunfight in northern Mexico

MEXICO CITY: Ten suspected cartel gunmen and four police were killed during a shootout on Saturday in a Mexican town near the US border, days after US President Donald Trump raised bilateral tensions by saying he would designate the gangs as terrorists.

The government of the northern state of Coahuila said state police clashed at midday with a group of heavily armed gunmen riding in pickup trucks in the small town of Villa Union, about 40 miles (65 km) southwest of the border city of Piedras Negras.

Standing outside the Villa Union mayor’s bullet-ridden offices, Coahuila Governor Miguel Angel Riquelme told reporters the state had acted “decisively” to tackle the cartel henchmen. Four police were killed and six were injured, he said.

The fighting went on for more than an hour, during which ten gunmen were killed, three of them by security forces in pursuit of the gang members, Riquelme said.

At about noon, heavy gunfire began ringing out in Villa Union, and a convoy of armed pickup trucks could be seen moving around the town, according to video clips posted by social media users. Others showed plumes of smoke rising from the town.

Reuters could not vouch for the authenticity of the images.

An unspecified number of people were also missing, including some who were at the mayor’s office, the governor said.

Riquelme said authorities had identified 14 vehicles involved in the attack and seized more than a dozen guns. The governor said he believed the gunmen were members of the Cartel of the Northeast, which is from Tamaulipas state to the east.

The outbreak of violence occurred during a testing week for President Andres Manuel Lopez Obrador, who on Friday said he would not accept any foreign intervention in Mexico to deal with violent criminal gangs after Trump’s comments.

Lopez Obrador said Mexico would handle the problem, a view echoed by Riquelme as he spoke to reporters.

“I don’t think that Mexico needs intervention. I think Mexico needs collaboration and cooperation,” said Riquelme, whose party is in opposition to Lopez Obrador. “We’re convinced that the state has the power to overcome the criminals.”

In an interview aired on Tuesday, Trump said he planned to designate the cartels as terrorist organizations, sparking concerns the move could serve as a prelude to the United States trying to intervene unilaterally in Mexico.

US Attorney General William Barr is due to visit Mexico next week to discuss cooperation over security.

Lopez Obrador took office a year ago pledging to pacify the country after more than a decade of gang-fueled violence.

A series of recent security lapses has raised questions about the left-leaning administration’s strategy.

Criticism has focused on the November 4 massacre of nine women and children of US-Mexican origin from Mormon communities in northern Mexico, and the armed forces’ release of a captured son of drug lord Joaquin “El Chapo” Guzman under pressure from cartel gunmen in the city of Culiacan.

Coahuila has a history of gang violence, although the homicide total in the state that borders Texas is well below where it was seven years ago. National homicide figures are pushing record levels.

Sarauto movie review: Story speaks louder than action

What is a ‘sarauto’ anyway? Arguably, many Nepali cinemagoers of the young generation are not familiar with the term. Making a movie with such a difficult word in the title and featuring a non-star cast is really a risky affair. However, the producers dared to do it and the movie is already on the screen now.

This week’s Kollywood release might exceed your expectations you may have set considering its strange title. Even with the non-star team, debutant director Hari Humagain has done an impressive job.

Raghav Krishna Gautam’s intriguing story and dialogues compensate for the so-so acting and overall presentation of the movie. Despite several flaws, the movie keeps most members of the audience hooked, and it deserves applause as the majority of contemporary Nepali ‘action’ films are boring and unsubstantial.

Action with love story and family drama    

First, be clear that Sarauto is not only an action movie; it is also an emotional love story and a family drama. This is the first reason why this movie can offer you something more than what you have expected.

Nepali action movies have not received good reviews in the past. They are found to be imitating Bollywood action patterns, but failing to meet the standard. Sarauto might not be any exception.

However, the action is not the only thing that you can look forward to in this movie. It also has a beautiful, though tragic, love story, and heightened family conflict. These elements enable the movie to appeal to different groups of the audience, for different reasons.

Sarauto’s love story is unique. The way that the heroine (Sumi Moktan) and the hero (Sunny Singh) meet is quite common, but the way they develop their intimacy is arguably peculiar. (Further description of this ‘way’ could be a spoiler!) Like other love story movies, this film also includes a couple of songs. However, the songs essentially do not contribute anything to the overall impact of the movie.

The movie also offers you an emotionally-charged family drama. This is not as beautiful as the love story, because it has a bias. The movie reinforces a prejudiced idea about adopted children of the family (again, a further description of this argument should not be revealed here). But, notwithstanding the bias, the drama is worth watching.

This film obviously includes other regular components of an action movie: revenge, betrayal, fight, and bloodsheds. If you love foreign action movies and want to see how Nepali filmmakers are also learning tricks of the genre, go watch it and judge on your own.

Cinematic presentation

Because the movie’s director is an experienced cinematographer, the movie’s visual language clearly communicates its message. As the plot moves between the past and the present, several flashback scenes are included in the movie. The chronological (present) and flashback (past) scenes have been effectively connected into a sequence hence there is not much confusion.

Nevertheless, a few incidents from the past–for example, the heroine’s conversation with her dad about ‘the greatest thing in life’–are repeated many times, and it might force the audience to lose their interest. Likewise, some flashback scenes, for example Jeetjung (Leo Tank) narrating his past and his transformation into a villain, are too quick.

Moreover, the first half of the movie baffles you. You see three parallel storylines. All of them merge into the one some minutes before the intermission. Because you can easily understand the development of events since then, the plot can become more interesting.

The writer and the director have tried to make some scenes symbolic, but they do not work much effectively. In the movie’s trailer, you can see the hero expressing a metaphor of rivers and bridges about human separations and connections. This does not appeal much as it is already used too much.

The biggest symbols used in the movie are the ‘sarauto’ an ‘Om’-sign locket. The sarauto symbolism is quite clear, neither is it problematic for the tool is associated with the antagonist forces. But there is a big problem with the Om locket. Because the sign is a common symbol of Hinduism, the movie using it to refer to the villain is offensive and insensitive to the biggest religious group of the country.

Acting

As the lead, Sumi Moktan has done a nice job. Her acting is not perfect, but she has left an impression and shown the potential of further development in the field. Her male counterpart, Sunny Singh is also commendable. He is cool, gentle and handsome as demanded by his role. He has been seen natural all the time, even when he acts drinking, and it is his biggest strength. Parakram PJB Rana as the hero’s confidant has also proved his capacity in acting. In his debuting project, Leo Tank (Tanka Dhamala) has also made since efforts to act alive though at times his acting looks immature and artificial. He, of course, has space for improvement, but he must have caught other directors’ eye for a villain’s role in the future. Sampada Dahal cannot shine much.

Among the artists playing supporting roles, Aruna Karki and Vijaya Lama’s performance is memorable. However, it is not only because of their long experiences, but also due to the positive roles they are given. Dhiren Shakya and Yubaraj Lama are average.

Verdict

Though promoted as an action movie, Sarauto’s story is more appealing than the action. It deserves your two hours and a quarter, plus a ticket of a few hundred rupees.

Rs 262m allocated for VNY campaign promotion

The Visit Nepal Year (VNY) 2020 secretariat has been allocated a total of Rs 262 million for promotional activities. Of the total budget of Rs 617 million for the VNY campaign, the highest amount of budget has been allotted for promotional activities of the campaign.

Out of the total budget allocated for promotional activities, the secretariat has separated Rs 40 million for organising or participating in road shows, sales missions and tourism festivals.

The aforementioned events will be organised in India, China, Europe, South East Asia, Australia and America in association with Nepal Tourism Board (NTB) and the private sector. Furthermore, the budget allotted for promotional activities will also be utilised for stakeholders to participate in travel and tourism fairs and sales missions being organised in aforementioned countries.

Meanwhile, Rs 25 million has been allocated for promotional activities that will be organised abroad in association with Nepali embassies based in foreign countries and non-resident Nepalis (NRNs) residing in the respective countries. Likewise, Rs 35 million has been allotted for promotion and branding of VNY campaign. The promotion and branding of the campaign will be carried out in association with governmental and non-governmental organisations, private sector and airline companies.

The VNY 2020 secretariat will also work with foreign diplomatic missions, United Nations and international development agencies based in Nepal for the promotion of the campaign within and outside the country. The secretariat has allocated Rs 10 million for promotional activities being organised along with international organisations.

Meanwhile, Rs five million has been segregated for activities that will be organised in cooperation with Nepali Army, Nepal Police and Armed Police Force.

For activities that will be organised in cooperation with cultural organisations, Rs five million has been allocated under which the secretariat will be arranging dance, arts, literary, music, drama and other cultural activities within the country and abroad to promote the campaign. Under the title youth mobilisation, the secretariat has allocated Rs five million.

The VNY secretariat has allocated Rs 40 million for production of promotional materials such as posters, booklets, brochures, coat pins, diaries, pens, VIP souvenirs and calendars of the events related with VNY 2020 and branding of Nepal.

Meanwhile, Rs 40 million has been allotted for digital marketing and consumer promotion.

Under this title VNY secretariat will be operating social networking sites, web portals and mobile applications along with utilising national and international media for the campaign promotion.

Amidst this, Rs 10 million has been allotted for national and international celebrities, bloggers and media FAM trips in association with tour operators.

For the domestic promotion of the campaign the secretariat will spend Rs 10 million, under which media tours will be held and hoarding boards and posters will be set up at strategic locations.

For promotional activities in India and China, the VNY secretariat has allocated Rs 20 million and Rs 10 million, respectively. Likewise, Rs six million has been allocated for diplomats’ conferences that will be organised in South East Asia and Middle East Asia while Rs 1.5 million has been separated for writing, designing, publishing and distributing newsletters of the campaign.

Bypoll results: NCP leading in Kaski, NC in Bhaktapur, two parties neck and neck in Dharan

Whereas the Election Commission has already announced results of the by-elections held in several words of various local units, vote counting is underway in bigger constituencies.

The elections were held in 37 districts of the country to elect 52 people’s representatives at local, provincial and federal levels.

The counting is underway at a snail’s pace in Kaski-2, the only constituency that held the election for a Federal Parliament seat yesterday. Ruling Nepal Communist Party’s Bidya Bhattarai is leading there. As of 8:30 am, Bhattarai has secured 3,200 votes. Her closest rival, Khem Raj Paudel of Nepali Congress, is lagging with 2,115 votes.

Bhattarai’s husband late Rabindra Adhikari had won the 2017 elections there.

However, in Bhaktapur’s provincial constituency 1(A), the ruling party is heading towards a loss if the early patterns are anything to go by. A total of 32,037 votes were cast in this constituency formerly won by the NCP’s candidate. So far, around 20,000 votes have been counted and the Congress party is ahead of the NCP.

Congress candidate Krishna Bhandel has secured 10,315 votes as of 9 am whereas the NCP’s DP Dhakal has received 7,959 votes.

Meanwhile, in Dharan, the only municipality that is electing the mayor, the two parties are in a neck and neck competition. As of 9 am, NCP’s Prakash Rai secured 2,309 votes whereas Congress’ Tilak Rai is behind him by just 17 votes.

In the 2017 polls, the NCP’s Tara Subba was elected to the top position there.

Vote counting of the elections held at the ward level has already been over in most of the places.

NVC seeks action against 258 employees

Kathmandu, November 30

The National Vigilance Centre has directed government offices and municipalities concerned in Kathmandu to initiate disciplinary action against 258 employees for absenteeism and violation of dress code.

According to a press release issued by the NVC, government offices and local levels have been told to initiate action against unruly civil servants in accordance with the Civil Service Act-1993. Similarly, it requires them to book other staffers as per the act
or regulations related to employee management.

According to Section 55(A) of the act, if any civil servant is not punctual or becomes reckless, the supervisor concerned may give such an employee warning and maintain records regarding it in the sheet roll/personal details file of the employee concerned.

Several civil servants and other staffers were found absent during duty hours without leave and violating the dress code during surprise monitoring and inspection carried out by the NVC in various government offices and municipalities in Kathmandu from November 17 to 22.

As many as 150 employees were found absent from their respective offices, while 108 had not donned the prescribed uniform during office hours. The NVC will be carrying out regular follow up to check whether or not the offices take action against absent civil servants. The NVC had conducted monitoring and inspection of 49 public offices.

The NVC, which is under the Office of the Prime Minister and Council of Ministers, is mandated to establish good governance and control corruption. The government provides Rs 7,500 per annum to each civil servant as uniform allowance. The policy was introduced in 2012 to help service-seekers recognise them.

Male civil servants are required to wear daura suruwal, coat or dark blue suit with white shirt and tie, while female civil servants are required to wear shirt and pant or saree-blouse or kurta-salwar of dark blue colour.

Six killed in Sunsari ambulance-truck collision

UDAYAPUR: As many as six persons including two of the same family died after the ambulance they were travelling on collided with a truck in Koshi Rural Municipality-7 of Sunsari district on Saturday night.

The incident occurred when the truck (Na 2 Kha 9082) en route to Biratnagar from Birgunj and the ambulance (Ko 1 Cha 9363) en route to Ghaighat from Biratnagar collided head-on at around 12:30 am at Haripur along the East-West Highway of Sunsari district, killing six travelling on the ambulance, informed Superintendent of Police (SP) Bir Bahadur Budha at District Police Office, Udayapur.

The ambulance was ferrying Shiva Maya, who died during treatment at Biratnagar-based Golden Hospital, back home when the incident occurred.

Police have identified the deceased as Durgadhan Rai (34), and Tekendra Rai (28) both sons of Shiva Maya, and their relatives Tul Bahadur Rai (50), Dinesh Rai (31), and Mukesh Rai (35), all resident of Khasi Tol, Bokse in Triyuga Municipality-10, and ambulance driver, Rajesh Danuwar of Rajabash in Triyuga Municipality-9 of Udayapur district.

The truck driver, who is yet to be identified, was injured in the incident and is receiving treatment at Sunsari-based Inarawa District Hospital, while the bodies of the deceased have also been sent to the same hospital for the postmortem.

The ambulance has been destroyed in the incident while the truck sustained some damages to its front.

The investigation into the case is underway, informed police.

9 killed, 3 injured in South Dakota plane crash: Authorities

CHAMBERLAIN: Authorities say nine people have been killed after a plane crashed in South Dakota.

Peter Knudson with the National Transportation Safety Board tells The Associated Press 12 people were aboard the Pilatus PC-12 when it crashed about 12:30 pm Saturday, shortly after taking off from Chamberlain, about 140 miles (225.3 kilometres) west of Sioux Falls.

Knudson says nine people were killed and three were injured. The single-engine plane was bound for Idaho Falls, Idaho.

Media reports say Chamberlain and central south-central South Dakota were under a winter storm warning at the time of the crash.

Knudson says weather will be among several factors NTSB investigators will review, but no cause has yet been determined. He says inclement weather is making travel to the site difficult.

SAG players prone to respiratory illness, say docs

Urine samples taken for doping test to be sent to Doha

Kathmandu, November 30

The players participating in the 13th South Asian Games are prone to injuries, muscular skeletal problems, respiratory illnesses and diarrhoea, according to doctors.

“The players are also likely to suffer from respiratory illnesses. As the weather in Kathmandu is changing it will have adverse impact on players’ heath. There is warm temperature during the afternoon but the temperature drops in the evening. Such change in weather can lead to common cold,” said Dr Ajaya Rana, coordinator of the Health Committee at the 13th South Asian Games.

“The players are at risk of suffering from injuries, sprain, fractures, cramps and similar muscular skeletal health problems,” said Dr Rana.

To provide medical support to players, a total of 350 health practitioners, including doctors, physiotherapists, health assistants and nurses, are on standby. Likewise, a total of 37 hospitals, both private and government, in Kathmandu are  ready for emergency situation.

“We have a medical team with an ambulance at the sporting venues. Mobile medical teams will be on duty for medical treatment of players at sporting venues and hotels where the players are staying. The main medical centre was set up at Dasharath Stadium two weeks ago,” added Rana.

Also a mass management disaster team has been formed under the coordination of Health Emergency Operation Centre of the Ministry of Health and Population for medical intervention in emergency situation.

“Taking care of players health is our top priority. It is our ethical and professional duty. The medical team will intervene when the referee calls for help or it can even intervene without a call from the referee when there is suspicion of sudden cardiac arrest of the player/s. It is necessary to intervene in such situation as there is very less time to save the player’s life,” added Rana.

Besides medical check-up, players will have to make themselves available for doping test. The urine samples will be sent to Anti-doping Lab Qatar, Doha.

“We don’t have such a laboratory here in Nepal for anti-doping tests. The laboratory needs to be accredited by World Anti-doping Agency,” said Dr Saroj Krishna Shrestha, anti-doping chief at SAG.

There are only 31 laboratories accredited by the World Anti-doping Agency to conduct human doping control sample analysis across the world.

Everyone, including gold medallists, silver or bronze medallists or anyone who has lost the game will have to take doping test. “These tests could be done at anytime and anywhere without prior information to the players,” said Dr Shrestha.

The players usually take steroids to enhance their performance, increase their muscle masses.

Urine is collected as test sample. These samples will be sent to Doha and the reports will be available after 10 days. “We are not collecting blood samples as they need to be tested within 24 hours which is not possible for us,” said Dr Shrestha.

The anti-doping committee will conduct anti-doping test on at least 150 players.

There are 12 Nepali doping experts along with doping experts from Maldives, Bangaladesh and Sri Lanka, Bhutan. The team also includes 22 trained chaperones and 46 volunteers.

Sugarcane famers to get subsidy

Ministry of Agriculture and Livestock Development has enforced a new Sugarcane Subsidy Manual, which makes it mandatory for sugarcane farmers to register at the local level.

The manual states that the government will provide subsidy to sugarcane farmers from fiscal 2020-21 on the basis of Scheudle-1, which will contain details of farmers, area of cultivated land, plot numbers and boundaries of sugarcane land.

The manual also states that sugar mills will have to update details of farmers, cultivated land, land plots, land ownership, contract papers and other evidences. The government will fix minimum support price on the basis of domestic cultivation, cost of production and international market.

Kanchanpur sugarcane farmers harvest crops

Sugarcane farmers have to register at the local level by mid-May. The rule will come into effect from fiscal 2020-21. Local levels will publish details of registered farmers by mid-September and send them to the ministries concerned. Government subsidy will be based on details provided by local levels.

Sugar mills must also update details of purchased sugarcane, farmers’ names, addresses and bank accounts during the crushing season along with farmers’ land ownership certificates with plot number clearly mentioned. Farmers who have leased others’ land will have to show contract papers with all the details. For those who don’t own land or don’t have contract papers, the local levels will keep details of cultivated area, quantity of sugarcane produced and details of the four corners.

As per the manual, farmers will receive government subsidy directly in their bank accounts. Mill owners will also have to pay farmers through the latter’s bank account. The government will provide subsidy only to those who use the type of sugarcane the government recommends.

The CDO-led committee shall penalise sugar mills if they provide false details of sugarcane cultivation. The committee shall also recoup double amount of embezzled subsidy from mill owners.

Chair of Sugarcane Farmers Association of Nepal Raj Kumar Upreti said certain provisions should not apply to farmers who cultivated sugarcane two years ago and sold it last year. He said CDOs were making things difficult by seeking documents even for sugarcane sold last year. “Sugarcane farmers who   make profit only from government subsidy have not received subsidy for the product sold last year,” Upreti said and added that the ministry concerned should issue a circular to all CDOs telling them that farmers should not require all the documents for products sold in the previous years.

Contempt case filed against govt bodies for not following SC order

A contempt of court was filed at the Supreme Court yesterday against government bodies for failing to abide by the court’s order to remove hoarding boards, advertising posters, flexes, and pamphlets that have caused visual pollution in the city.

The contempt of court case was filed against nine government bodies after the authorities failed to take initiative to control visual pollution as per the order issued by the SC on 2 September 2015.

A division bench of chief justice Kalyan Shrestha and justice Om Prakash Mishra had ordered nine government bodies and their authorities to immediately start working to control visual pollution inside Kathmandu Metropolitan City.

The court had asked the authorites to remove hoardings, sign boards from the rooftops in Kathmandu metropolis. It had also asked the government bodies to cooperate with environmentalists and stakeholders to remove the haphazardly pasted pamphlets and posters on the walls and utility poles.

The contempt of court complaint was filed against Minister of Home Affairs Ram Bahadur Thapa, Mayor of Kathmandu Metropolitan City Bidhya Sundar Shakya, Minister of Forest and Environment Shakti Bahadur Basnet, Minister of Urban Development Mohammad Istiyak Rai, Minister of Federal Affairs and General Administration Hridayesh Tripathi and Kathmandu Chief District Officer Janak Raj Dahal, among others.

Advocate Padam Bahadur Shrestha, who had filed the contempt of court complaint, said he was forced to do so after the government offices concerned did not abide by the SC’s order.

Judgment Execution Directorate had written five letters to all nine government bodies in the last five years to act as per the SC’s order. “But the government agencies concerned turned a deaf ear to the SC’s order, following which I had to file the case  against the head of nine government bodies,” he added.

Petitioner Shrestha has demanded one-year jail term and a fine up to Rs 10,000 against them, as per the Administration of Justice Act, 2017.

65.43 per cent votes cast in by-elections

Kathmandu, November 30

The Election Commission conducted by-elections in 37 districts for various posts today.

Chief Election Commissioner Dinesh Kumar Thapaliya said that except for some sporadic incidents, polls were peaceful in all 537 polling centres of 37 districts.

By-election 2019

Of the 454,114 voters, only 297,137 — 65.43 per cent — cast their votes. “We had expected 70 per cent votes to be cast at least in one parliamentary constituency and three provincial assembly constituencies but the preliminary report shows only 65.43 per cent,” Thapaliya added. Thawang area of Rolpa district witnessed only 16.4 per cent turnout, the lowest. The highest turnout was recorded in the by-election for vice-chair in Kharpunath Rural Municipality of Humla district.

In the by-polls held for Kaski parliamentary Constituency 2, only 65 per cent cast votes. Voter turnout for provincial assembly constituency in Bhaktapur, Baglung and Dang was 70 per cent, 61 per cent and 67 per cent respectively. Thapaliya said the EC expected all ballot boxes to be assembled at the chief returning officers’ offices in the districts by 11:00pm today and vote counting to begin in all places where by-polls were held tonight. “I expect 50 per cent poll results to be out within 12 hours,” he said, adding that poll staffers had taken care of the needs of all categories of voters — the elderly, differently-abled, the pregnant and those mourning the death of their kin.

Biruwa Dhanuk, 99 of Baitadi Puchaudi Higher Secondary polling centre was the oldest voter in today’s by-polls.

As many as 337 candidates, including 253 from political parties and 84 independents, contested the by-elections for 52 vacant posts. Of the total 337 candidates, 253 were men and 84 were women. The vacant posts included one member of the House of Representatives, three provincial assembly members and 48 chiefs, deputy chiefs and ward chairs of local levels.

Eleven parties contested the HoR election, 15 contested PA elections and 20 parties contested local-level elections.

13th South Asian Games kicks off today

Kathmandu, November 30

The 13th edition of South Asian Games will officially kick off tomorrow after the opening ceremony at Dasharath Stadium.

President Bidhya Devi Bhandari will declare the Games open at the three-hour programme, which will showcase the rich culture and diversity of Nepal at the newly reconstructed stadium.

Nepal is hosting the regional sporting extravaganza for the third time from December 1 to 10 in Kathmandu, Pokhara and Janakpur. Nepal is the birthplace of the regional meet. It started under the banner of South Asian Federation Games in 1984 and returned for the second time in 1999.

According to the Secretary of Ceremony Committee Kul Bahadur Gurung, around 8,000 artistes and performers will light up the stadium in the opening ceremony, which will begin with a three-minute laser light presentation on the 13th SA Games. Athletes and officials will then take part in a march-past with Olympian weightlifter Kamal Bahadur Adhikari bearing the national flag of Nepal.

After two-minutes of torch relay, SAOC flag will be taken to the march-past before it is hoisted. Four-time South Asian gold medallist and Olympian taekwondo athlete Deepak Bista will light the flame after a torch relay from Olympians Baikuntha Manandhar, Rajendra Bhandari, Nayana Shakya, Umesh Maskey and Debu Thapa.

Taekwondo player Ayasha Shakya will then take oath on behalf of athletes, while international badminton referee Deepak Thapa will do so on behalf of all the judges and referees. The opening ceremony will also feature SA Games song from renowned singers Kunti Moktan, Ananda Karki, Satya Raj Acharya and Indira Joshi among others, while Nepal APF performers will display the names of the seven participating nations through mass callisthenics.

Apart from using lights and digital display, the Ceremony Committee will also display a show of drones over the stadium. The ceremony will end with 20 minutes of fireworks in and around the stadium

More than 5,000 delegates, including 2,715 athletes, are participating in the regional meet that features 26 sports disciplines. Nepal is fielding the highest number of athletes — 596 — in all 26 sports disciplines. According to the Technical Committee, the SA Games powerhouse, India, has sent 487 athletes in 22 disciplines, while Sri Lanka has entered 564 athletes in 26 disciplines. Likewise, Bangladesh has sent 470 athletes in 25 disciplines, while Pakistan has registered 263 athletes in 18 sports. Bhutan (116) and Maldives (216) are taking part in 18 and 12 disciplines respectively.

The Games will offer a total of 1,115 medals — 317 gold, 317 silver and 481 bronze — with swimming being at the top with 38 gold medals. Athletics is offering 36 gold medals, while taekwondo is offering 29. Out of the 27 sports disciplines included in the SA Games, paragliding was cancelled after the sport failed to get minimum of three teams.

Chairman of the main organising committee and Minister of Youth and Sports Jagat Bahadur Sunar, President of South Asian Olympic Council and Nepal Olympic Committee Jeevan Ram Shrestha and National Sports Council Member Secretary and SAG Executive Committee Chairman Ramesh Kumar Silwal will address the gathering.

Dahal to visit China

At the in vitiation of Communist Party of China, Nepal Communist Party co-chairman Pushpakamal Dahal is visiting China on 10 December. He is leading a 60-member delegation of the NCP.

Mostly standing committee members and central committee members will be included in the visit.

The party leaderships have planned to send all the leaders in the party for a visit to China in one year, reports Gorkhapatra daily.

PM Oli underwent 7th dialysis, improving his health

Kathmandu, 1 December: Prime Minister Khadga Prasad Oli is improving his health, according to his private physician Dr Dibya Singh Shah.

According to the hospital source, PM Oli underwent his 7th dialysis on 30 November.

Doctors are preparing to take Oli abroad to conduct second kidney transplant operation. More likely, Oli will undergo kidney transplant operation in New York, USA.

Donors are also ready and their medical tests have also been conducted.

Earlier, Oli was planning to leave for treatment on 2 December. In the meantime, Oli had to undergo emergency appendectomy surgery and he is still in the hospital. Therefore, more likely, in mid December, he will leave for treatment.

By-elections: NCP sweeps in most of local bodies

Kathmandu, 1 December: Nepal Communist Party (NCP) candidates have swept out in local elections in most of the local bodies. By elections were conducted on 30 November.

NC has been able to save its position in some local bodies only. Accordingly, RJP and Socialist Party have been able to save face. RPP, RPP United have not been able to show their presence.

The by elections have been taken as a referendum on the popularity of the political parties.

The present outcome shows that NCP is still a strong and popular party. NC and other political parties have been rejected by the voters.

TU asked to produce competent graduates

KATHMANDU, NOVEMBER 29

Minister of Education, Science and Technology Giriraj Mani Pokhrel urged Tribhuvan University to produce globally competent human resource.

Minister Pokhrel said more effective role of TU was imperative for the country’s socioeconomic transformation. He pointed out the need of developing TU as a strong pillar of nation building by promoting it as a place of research and academic discourse.

“Research should be linked to socioeconomic development.

Once science and technology are given priority, it helps a lot to produce skilled human resource, so that acute problem of unemployment would be addressed,” he said.

The minister, however, admitted that Tribhuvan University was facing quality crisis in terms of imparting education, so it had to be reformed.

“Various data have proved that education quality of TU has eroded. There is no relevance of education sans quality,” he said.

Low quality university education not only produced unskilled graduates but also hampered development activities, he argued, adding that good governance was another need of TU.

He, however, expressed commitment that political activities would be ended at TU as those activities were negatively affecting teaching learning activities and research atmosphere in the university. The Minister suggested new work style to wipe out anomalies at the oldest academic institution of the country. On the occasion, TU Vice-chancellor Prof Dharmakant Banskota said teaching learning and exam system would be improved to ensure education quality of TU.

Two Chinese nationals held with eight kilo gold

Kathmandu, November 29

Police arrested two Chinese nationals with eight kilograms of undeclared gold from Tribhuvan International Airport yesterday.

Those taken into police custody for gold smuggling have been identified as Chen Qinghuang (passport number EA5807598) and Chen Zhaoyang (passport number EH6596637). Central Police News Section said the Chinese men, who arrived here from Hong Kong on a Nepal Airlines flight, were found possessing the undeclared gold during a security screening at a walk-through gate of the TIA customs. The eight gold bars seized from them weigh one kg each, and are worth around Rs 42.84 million as per today’s bullion price.

Officials said the duo had been carrying four kilograms each. The Chinese nationals have been kept in the custody of Gaushala-based Metropolitan Police Circle for further investigation. Gold smugglers seem undeterred by frequent seizure of undeclared precious yellow metal at TIA.

Despite police action, racketeers continue attempts to pass gold through the only international airport of the country. Police said racketeers were changing their modus operandi for gold smuggling through TIA. Concealing gold in rectum, battery boxes, laptops, baggage and inner soles of shoes are some of the ways adopted by smugglers. Smugglers also mould gold into jewellery and wear it to outsmart security and customs officials.

Earlier, the Ministry of Home Affairs had claimed that cases of gold smuggling had gone down after the special probe panel formed to investigate the murder of Sanam Shakya on 2 March 2018, and disappearance of 33 kilograms of smuggled gold, filed charge-sheet against 75 persons. Of them, 46 were arrested and 34 of them are in jail.

After a brief lull, gold smugglers have again started cashing in on the poor security system of TIA to supply precious yellow metal to Nepal. Some migrant workers returning Nepal have also been used as gold carriers. Deputy Inspector General of Police Bishwaraj Pokharel, Nepal Police spokesperson, said the security agency had stepped up action against gold smugglers to bring them to book. According to statistics released by Nepal Police, it seized 108 kilograms of gold in fiscal 2018- 19, compared to 72 kilograms in the previous fiscal.

Officials said they had not been able to completely control gold smuggling for want of hi-tech screening devices and detectors along the borders and TIA. Most of the smuggled gold enters Nepal through TIA, and Tatopani and Rasuwagadhi-Kerung border points from Tibet of China.

Hi-tech forgery racket busted, 3 arrested

The Central Investigation Bureau of Nepal Police has arrested three persons for allegedly running a forgery racket under the garb of photo studios in different places of Kathmandu.

Acting on a tip-off, a special team of the CIB carried out coordinated raids on Shrestha Photo Studio in Gongabu, Star Digital Photo Studio in Sinamangal and Dawadi Digital Photo Studio in Basundhara, and arrested their operators yesterday.

The alleged members of the forgery racket have been identified as Sabin Kumar Tolangi, 34, of Okhaldhunga, Amri Surkheti, 34, of Chitwan and Madhusudan Dawadi, 26, of Dhading.

Superintendent of Police Bel Bahadur Pandey, CIB spokesperson, said they were involved in producing and selling fake government documents, certificates of academic qualifications and driving licences on request of their clients.

Police have seized a huge cache of fake police clearance certificates, academic transcripts and provisional certificates of Plus Two level, certificates of special task force of Armed Police Force, security training, arms handling and VIP security training.

Seized fake documents also included mark-sheets issued by District Level Examination Education Board, no objection letters, letter pads of various metropolitan police circles, citizenship certificates, letter pads of Kathmandu Metropolitan City and political parties, recommendation letters of ward offices, bank statements, medical reports and PAN cards.

The CIB said it was trying to get the details of persons who had obtained fake documents from the forgers, while searching for other suspects working as their associates. Officials said more persons seemed to be associated with this racket.

The trio also came into contact with many people aspiring for abroad studies, who were lured into procuring fake documents as part of visa application.

According to the CIB, they will be sued under section 276 of the Criminal Code Act-2017. Any person involved in forgery of government seals and signatures shall be liable to imprisonment up to seven years and fine not exceeding Rs 70,000 as per the law. SP Pandey said the clients of the forgery racket would also be liable to the punishment.

337 candidates contesting for 52 seats

KATHMANDU, NOVEMBER 29

As many as 337 candidates, including 253 representing political parties and 84 independent, are contesting the by-elections being held tomorrow for 52 vacant posts of people’s representatives. Of the total 337 candidates, 253 are men and 84 are women.

The 52 vacant posts in 37 districts include one member of the House of Representatives, three provincial assembly members and 48 chiefs, deputy chiefs and ward chairs of local levels.

As per the Election Commission, a total of 11 political parties are contesting the HoR election, 15 are contesting provincial assembly elections and 20 parties are contesting local-level elections.

Election Commission Spokesperson Raj Kumar Shrestha said the EC had completed all preparations and was eagerly waiting for the by-elections to begin at 7:00am tomorrow. Polling will be conducted until 5:00pm. “The EC completed setting up elections booths today. The EC is all ready, and is confident the by-elections will be held successfully,” he said.

The EC said poll staffers had already reached polling centres and polling stations. There are 247 polling stations and 527 polling centres in 37 districts. A total of 5,364 government employees have been deployed for poll duty. The EC expects to complete the vote counting process within two days from the date of vote casting. A total of 454,114 people are eligible to vote in the by-elections.

There are 71,871 voters in Kaski HoR Constituency–2; 45,015 voters in Bhaktapur Provincial Assembly Constituency–1(A); 35,184 voters in Baglung Provincial Assembly Constituency–2(B); and 68,719 voters in Dang Provincial Assembly Constituency–3(B).

The districts where by-elections will be held are Panchthar, Bhojpur, Sunsari, Morang, Sankhuwasabha, Khotang, Saptari, Siraha, Mahottari, Sarlahi, Rautahat, Bara, Parsa, Ramechhap, Sindhupalchowk, Kavre, Kathmandu, Bhaktapur, Chitwan, Lamjung, Kaski, Baglung, Nawalparasi (Bardaghat Susta East), Gulmi, Kapilvastu, Arghakhanchi, Pyuthan, Rolpa, Dang, Banke, Salyan, Humla, Bajura, Achham, Doti, Kanchanpur and Baitadi.

Security agencies have implemented integrated security strategy to help the EC hold elections peacefully.

Nepal Police Spokesperson DIG Bishwa Raj Pokhrel said security agencies had left no stone unturned to create peaceful environment for tomorrow’s by-elections. “We appeal all to be assured of security and exercise their right to vote without fear or intimidation,” he said.

Although the by-elections are being held for 52 posts, all eyes are on Kaski Constituency-2, which fell vacant after Rabindra Adhikari lost his life in a helicopter crash in February.

In the high-stakes Kaski HoR Constituency-2, the ruling Nepal Communist Party (NCP) has fielded Bidhya Bhattarai, wife of late Adhikari, while Khem Raj Paudel is contesting the elections representing the main opposition, Nepali Congress.

The constituency is expected to see stiff contest between NCP’s Bhattarai and NC’s Paudel as both the parties are under pressure to win the contest. For the NCP, the election is a measure to gauge the popularity of not only the party but also the government. So it wants to retain the seat.

On the other hand, the NC is expecting to cash in on ‘dwindling popularity’ of the NCP and government, and exhibit strong opposition presence.

Medical students demand changes in agreement

Kathmandu, November 29

Medical students today demanded changes in the agreement reached between medical college owners and the government on Tuesday.

Medical students say the agreement does not specify the deadline to reimburse extra fees the colleges have taken from the students. They say the agreement only talks about reimbursing extra money taken from MBBS and BDS students, but doesn’t mention students of other medical programmes.

“The issue is not only of students studying MBBS and BDS, but is of all the students enrolled in several medical courses. The agreement does not speak anything about nursing and pharmacy, among other medical courses. Therefore, it is necessary to take decisions on extra fees taken from students pursing other medical courses too,” said Milan Gaire, co-ordinator of the Medical Education Struggle Committee.

“The agreement does not talk about the model of returning money,” said Anit Sinha, general secretary of the Medical Education Struggle Committee.

Students have demanded that deadline be given for reimbursement of extra fees.

“The government has not specified any deadline to return the extra fees,” Sinha added.

As per the agreement, medical colleges will have to start reimbursing extra funds raised from students in academic years 2017- 18 and 2018-19, immediately. Students, who were overcharged in academic years 2015-16 and 2016- 17, however, will have to wait for some more time to get their money back, as the Medical Education Commission will first conduct a study in coordination with universities before formulating a reimbursement plan.

“We are doubtful whether the process will begin at all. Though the agreement has been reached to reimburse fees of the first and second year students, the agreement does not clarify when the third and fourth year students will get their money back,” said Sinha.

“There is no option than to file a fraud case against the medical colleges and arrest the medical college owners,” said Prabin Gautam MBBS, a fourth year student.

Students warned that they would be forced to launch fresh protests if the government failed to meet their demands.

‘We will be forced to start hospital-based protests and sit for hunger strike in medical colleges across the country if no changes are made in the agreement immediately,” said Sinha.

A Cabinet meeting, last year, capped MBBS fees at Rs 3.85 million in Kathmandu valley and Rs 4.24 million outside the valley. Students, however, complained that colleges had collected Rs 1.2 to Rs 1.5 million extra from them. MBBS fees for this year have been set at Rs 4.02 million for the valley and Rs 4.44 million for outside the valley.

Medical colleges reached an agreement with the Ministry of Education, Science and Technology on Tuesday night after the government warned it would round up their promoters if they failed to reimburse the extra sum collected from medical students.

The students have been protesting since long as the medical colleges overcharged them.

Rape-accused godman admits himself to hospital fearing arrest

Police have taken under control Krishnadas Giri, a spiritual guru popularly known as Siddhababa, for allegedly raping one of his female followers.

Police, however, have not been able to lock him up, as he is “undergoing treatment” in a hospital.

Giri admitted himself to Biratnagar-based Birat Nursing Home today on the pretext of chest infection and experiencing symptoms of kidney stone upon getting a wind of impending arrest, according to Superintendent of Police Yagya Binod Pokharel of Sunsari District Police Office.

“He’s under our surveillance.

We’ll transfer him to police custody after he is discharged from the nursing home,” said Pokharel.

Police had taken Giri under control after Sunsari District Court today issued an arrest warrant against Giri, who is based in Chatara of Sunsari’s Barahachhetra Municipality.

According to a court staffer Ishwor Bhandari, the warrant was issued over the charge that Giri had raped one of his followers in his ashram earlier. The victim had filed an FIR with the police a few days back, alleging that she was summoned by the godman to his ashram on October 21 and raped.

The victim first went to Kathmandu Metropolitan Police to file an FIR, but police refused to register one.

She then approached the Central Investigation Bureau.

CIB sent her FIR to Sunsari police on Tuesday after conducting a health checkup.

It was, however, only yesterday that Sunsari police registered an FIR and sought permission from the court to arrest the godman.

“We’re investigating the incident,” said SP Pokharel.

Giri earned fame by shutting himself up in a box for nine days to meditate without food or water in Sunsari’s Chatara. He is also said to have repeated such a feat in Pokhara as well later.

Giri has allegedly encroached land of Koshi Project in Chatara and has built two structures there with a capacity of housing 500 persons without the mandatory design pass. Besides, Giri was also dragged into controversy for keeping dual citizenship certificates issued from different places.

Regarding the land encroachment and citizenship fraud, a complaint has been filed with Sunsari District Administration Office. According to sources, Giri had procured citizenship certificates from Sunsari and Solukhumbu by presenting different dates of birth. While the citizenship certificate (registered with the number 2227/595) obtained from Solukhumbu is in the name of Krishna Bahadur Giri with date of birth mentioned as 25 November 1973, the other procured from Sunsari and registered with number 069004/132808 has been issued in the name of Shree Baishnav Krishnadas with 3 March 1975 as his birthday.

PM to remain in hospital for another week

Kathmandu, November 29

Prime Minister KP Sharma Oli, who is recovering from appendicitis surgery at Manmohan Cardiothoracic Vascular and Transplant Centre in Maharajgunj, will have to stay in the hospital for a week before he is discharged, doctors involved in his treatment said.

The prime minister, according to them, is “out of danger”, but needs time for the surgical wound to heal.

“Prime Minister Oli is recovering.

He is consuming solid food and his body has not rejected what he eats. This shows his digestive system is functioning in a normal manner. Also, he has started to move on his own,” Dr Dibya Singh Shah, PM’s personal doctor, told journalists today at a press conference.

The press conference was also attended by Dr Arun Sayami, head of the Cardiology Department at the hospital and co-ordinator of PM’s health team, Dr Subash Acharya, a critical care specialist, MCVTC Executive Director Dr Uttam Krishna Shrestha, PM Oli’s Press Adviser Surya Thapa and Dr Ramesh Singh Bhandari, a gastrointestinal and hepato-pancreato-biliary surgeon.

Although the prime minister is recovering, he has not been removed from the intensive care unit as he is susceptible to contracting infections.

“Complications may arise in patients after a surgery,” said Dr Acharya. “That’s why we have kept him in the intensive care unit. We will shift him to another ward after he starts eating properly. But everything will depend on how fast his health improves.”

PM Oli, who is undergoing dialysis following gradual loss of kidney functioning, was admitted to the hospital on Tuesday morning after he was detected with appendicitis. The doctors then immediately performed a surgery.

PM’s appendicitis was not detected at an earlier stage because he is under “immunosuppressant” drugs, doctors said. “In a normal person, the pain grows gradually and appendicitis infection takes some time to spread,” said Dr Bhandari. “But in patients like the PM, [whose kidney is not functioning properly], the infection can spread within two to four hours.”

Oli, according to Dr Bhandari, was admitted to the hospital in a “very sick condition”. “The infection had spread to his abdomen and blood. We had to stop that,” he said, adding, “His health is improving quicker than expected.

Yet chances of him contracting infections cannot be ruled out. We are, therefore, waiting for the appropriate time to discharge him.”

Dr Shah said Oli was given platelets after the surgery to make sure he did not bleed profusely. “We give this to other patients as well after operations,” said Dr Shah, confirming that the PM was “out of danger for now”.

“His blood and urine tests show normal results. His blood pressure, respiration and pulse rates are also normal,” she said.

The PM underwent appendicitis surgery at a time when he has been regularly visiting the hospital after his transplanted kidney failed to function properly.

The PM, who underwent a successful kidney transplant in India in 2007 after both his kidneys failed to function, has undergone six cycles of haemodialysis in the last few weeks.

“Discussions are being held to re-transplant a kidney in the PM.

But the latest surgery has put the issue on the back burner for the time being,” said Dr Shah. “However, it is not that kidney cannot be re-transplanted in a patient who has undergone appendicitis surgery. It is just that rushing for a kidney re-transplantation will not be appropriate at this stage because he is still recovering.

We recommend kidney re-transplantation only when a patient is both mentally and physically stable.”

Two Chinese nationals apprehended with 8 kg gold

Kathmandu, 30 November : Police have arrested two Chinese nationals with eight kilogram of undeclared gold from Tribhuvan International Airport. The duo arrived in Kathmandu from Hong Kong taking a Nepal Airlines flight, according to Central Police News Section.

Meanwhile, police have nabbed three persons for allegedly running a forgery racket under the grab of photo studios in Gongabu, Sinamangal and Basundhara.

By-elections today, 337 candidates contesting for 52 seats

Kathmandu, 30 November : The by -elections is being held today for the 52 vacant posts in 37 districts where 337 candidates including 253 representing political parties and 84 independent are contesting it. The by-election is being held for a post in the House of Representatives, three provincial assembly members and 48 chiefs, deputy chiefs and ward chairs of local level. All 19 persons deceased in Arghakhanchi bus accident identified, 19 undergoing treatment

Bhairahawa, November 28

Police have identified all the deceased of yesterday’s bus accident in Sandhikharka Municipality of Arghakhanchi. As many as 19 persons sustained injuries in the accident.

The accident took place when a commuter bus headed to Butwal from Sandhikharka skidded off the road and fell some 250 metres below, along a sharp bend at Narapani in Sandhikharka-6. While 17 persons died on the spot, two breathed their last while undergoing treatment.

According to Arghakhanchi District Police Office, Shivalal Bhattarai, 56, Maya Puri, 18, Balaram Bhattarai, 54, Sita Kumari Sarki Nepali, 59, and Monika Khadka of Sandhikharka, Chhabilal Gaire, 54, Sita Ghimire, 50, Bishnumaya Gaire, 50, and Maighanath Jaisi Bhandari, 51, of Bhumikasthan Municipality, Manju BK, 15, Hari Bahadur Darji, 55, and Lok Bahadur Darji, 48, of Sitganga Municipality, and Krishna Bahadur Sunar, 42, of Chhatradev Rural Municipality of Arghakhanchi died on the spot.

Similarly, 3-month-old infant Shobhakhar Pokhrel and Sita Basnet, 27, of Kapilvastu’s Banganga Municipality, and Raj Kumar Mahat, 27, and bus driver Om Bahadur Thapa, 32, of Gulmi’s Madane Rural Municipality also died on the spot in the incident.

Two others, namely, Santa Bahadur Basnet (the vehicle owner), 38, of Sitganga Municipality and Shailesh Thapa, 22, of Bhumikasthan Municipality died during treatment. Basnet died at Butwal Chauraha Hospital and Thapa died at a primary health centre in Thada.

Police said process of handing over bodies to the kin following their identification was on.

No shortage of govt budget for SMEs: FinMin

Kathmandu, November 28

Finance Minister Yubaraj Khatiwada today stated that there would not be any shortage of government budget for small and medium scale enterprises and entrepreneurs.

Addressing a fair organised by the Federation of Handicraft Associations of Nepal (FCAN) here today, Finance Minister Khatiwada said that small and medium enterprises have a crucial role to drive the country’s economy, and thus, SMEs will remain the primary priority of the government while allocating the budget.

Citing that the government is promoting subsidised loans to promote entrepreneurship in the country, Khatiwada urged SME entrepreneurs to seek such loans from banks. “Every bank has an SME desk. The government has also directed banks to promote and prioritise issuance of subsidised loans,” he informed.

The finance minister noted that SMEs are a sector with the highest export potential and thus, the government and banks and financial institutions (BFIs) should keep SMEs under due priority.

However, Khatiwada said entrepreneurs involved in the small and medium enterprise sector should come up with proper business plans to get support from the government and BFIs. “Entrepreneurs should have proper plans on their production target, potential market and the support they seek from BFIs and government,” he added.

Similarly, Minister Khatiwada also said that entrepreneurs should be clear about the nature of subsidy they seek from the government.

“Does their business need subsidy on raw material import or production or processing or export of finished goods? Entrepreneurs should first be clear about their requirement.

The government is ready to discuss with entrepreneurs on this issue,” he stated.

Meanwhile, he also urged handicraft entrepreneurs to set up handicraft centres across major tourist areas in the country in coordination with the government for the upcoming Visit Nepal Year 2020 tourism campaign. Khatiwada also asked entrepreneurs to set up a few such centres inside and around Dasharath Stadium targeting the flow of foreigners during the South Asian Games that starts in Kathmandu from Saturday.
