Kathmandu, 4 December : The ceremonial President Bidya Devi Bhandari has shown herself as an executive President by stalling an ordinance that seeks to allow constitutional appointments through majority, as opposed to consensus. According to media reports, the ordinance is pending at the President’s office presented last month by the government.
